THE CLOSING CEREMONY OF THE 19TH EXECUTIVE DEVELOPMENT PROGRAMME (EDP) FOR SENIOR GOVERNMENT OFFICIALS HOSTED BY THE MINISTRY OF DEFENCE


GADONG, Thursday, 26 September 2024 - A total of 29 participants received certificates of course completion of the 19th Executive Development Programme (EDP) for Senior Government Officials on Public Policy and Management, hosted by the Ministry of Defence, in a closing ceremony that took place at the Centrepoint Hotel this afternoon.

Present as the Guest of Honour was Yang Mulia Major General Dato Paduka Seri Haji Muhammad Haszaimi bin Bol Hassan, Commander of the Royal Brunei Armed Forces (RBAF). Also in attendance were High Commissioners and Ambassadors of partner countries; Permanent Secretaries from other Ministries and Acting Permanent Secretary Ministry of Defence; Acting Deputy Commissioner of the Royal Brunei Police Force represented in the EDP; Services Commanders; Acting Service Commander and Acting Joint Force Commander, representatives from the Lee Kuan Yew School of Public Policy (LKYSPP), National University of Singapore; Directors; Senior Officers from the Ministry of Defence and other representatives from relevant stakeholders.

In his speech, Yang Mulia Commander of the Royal Brunei Armed Forces emphasized the need for senior officers to broaden their knowledge and skills to effectively manage the complex relationship between defence and nation’s overarching governmental, economic, and social goals that shapes its future. He also touched upon the diversity of the programme in its curriculum design and participant profile, reflecting the Whole-of-Nation approach to address the multifaceted challenges of the modern world. On this note, he further underscored the need to act with a sense of urgency and proactiveness in implementing forward-thinking public policies, as part of the collective efforts in realising the goals of Wawasan Brunei 2035. 

Meanwhile, Yang Mulia Haji Abdul Malik bin Haji Kamis, Acting Director of the Sultan Haji Hassanal Bolkiah Institute of Defence and Strategic Studies (SHHBIDSS), shared the overall highlights of the programme and also expressed the institute’s commitment to the EDP in fostering continuous learning and enhancing professional development. This was followed by remarks from Professor Tan Soo Jie Sheng, faculty member of LKYSPP, and Lieutenant Colonel (U) Pengiran Mohamad Zulhusmi bin Pengiran Mohamad Roslan as the representative of the programme participants in conveying the participants’ insights and experiences throughout the programme.  

In addition to the capacity-building aspect, the programme is also an important platform for the Ministry of Defence to enhance its defence diplomacy and to foster defence relationship with partner countries. For the 19th EDP, participants from 7 partner countries joined the programme, namely the Republic of Indonesia, Malaysia, the Sultanate of Oman, the Republic of the Philippines, the Republic of Singapore, the Kingdom of Thailand and the Socialist Republic of Vietnam.

The 12-week programme, which commenced on 9 July, is facilitated by SHHBIDSS in partnership with the LKYSPP, National University of Singapore as the academic provider, featuring its renowned academics and experts. The programme aims to provide participants with knowledge and experiences on public policy, administration and management through lectures, presentations and talks from invited local and international speakers as well as study visits to various ministries and government agencies to acquire a deeper understanding of Brunei Darussalam’s strategic environment. In addition to these, the participants had the opportunity to undertake a study visit to the Republic of Singapore from 11 to 16 August 2024 as part of the overseas component of the programme.

To date, a total of 476 senior officers have undergone the Ministry of Defence's EDP since it was first inaugurated in 2004.













MAJLIS PENUTUP PROGRAM PERKEMBANGAN EKSEKUTIF SIRI KE-19 BAGI PEGAWAI-PEGAWAI KANAN KERAJAAN ANJURAN KEMENTERIAN PERTAHANAN

GADONG, Khamis, 26 September 2024 - Seramai 29 peserta menerima sijil tamat kursus Program Perkembangan Eksekutif (EDP) Siri Ke-19 bagi Pegawai-Pegawai Kanan dalam bidang Dasar Awam dan Pengurusan anjuran Kementerian Pertahanan dalam majlis penutup yang mengambil tempat di Centrepoint Hotel pada petang tadi. 

Hadir selaku Tetamu Kehormat Majlis ialah Yang Mulia Mejar Jeneral Dato Paduka Seri Haji Muhammad Haszaimi bin Bol Hassan, Pemerintah Angkatan Bersenjata Diraja Brunei (ABDB). Turut hadir ialah Pesuruhjaya-Pesuruhjaya Tinggi dan Duta-Duta dari negara-negara rakan sahabat; Setiausaha-Setiausaha Tetap dari Kementerian-Kementerian dan Pemangku Setiausaha Tetap Kementerian Pertahanan; Pemangku Timbalan Pesuruhjaya Polis Diraja Brunei yang menyertai EDP; Pemerintah-Pemerintah Angkatan Tentera; Pemangku Pemerintah-Angkatan Tentera dan Pemangku Pemerintah Angkatan Bersama, wakil-wakil dari Lee Kuan Yew School of Public Policy (LKYSPP), National University of Singapore; Pengarah-Pengarah; Pegawai-Pegawai Kanan dari Kementerian Pertahanan dan wakil-wakil daripada pihak-pihak berkepentingan yang lain. 

Dalam ucapannya, Yang Mulia Pemerintah Angkatan Bersenjata Diraja Brunei telah menekankan mengenai pentingnya untuk Pegawai-pegawai kanan mengembangkan pengetahuan, dan Kemahiran mereka bagi menguruskan dengan berkesan hubungan kompleks antara pertahanan dan matlamat Kerajaan ekonomi dan sosial yang lebih luas yang membentuk masa depan negara. Beliau juga menyentuh tentang kepelbagaian (diversity) program EDP dari segi reka bentuk kurikulum dan profil pesertanya, yang selaras dengan pendekatan Whole-of-Nation untuk menangani pelbagai cabaran dunia pada zaman moden ini. Dalam hal ini, beliau seterusnya menekankan kepentingan untuk bertindak secara pantas dan proaktif dalam melaksanakan dasar-dasar awam yang bersifat forward-thinking dalam usaha sama untuk merealisasikan matlamat Wawasan Brunei 2035.

Sementara itu, Yang Mulia Haji Abdul Malik bin Haji Kamis, Pemangku Pengarah Institut Pengajian Pertahanan dan Strategik Sultan Haji Hassanal Bolkiah (IPPSSHHB), pula mengongsikan sorotan keseluruhan program dan seterusnya menekankan komitmen institut di dalam memupuk pembelajaran yang berterusan dan memperkasakan pembangunan profesional. Ini disusuli dengan ucapan daripada Professor Tan Soo Jie Sheng, ahli fakulti dari LKYSPP, dan Leftenan Kolonel (U) Pengiran Mohamad Zulhusmi bin Pengiran Mohamad Roslan​i, selaku wakil peserta program, di mana beliau mengongsikan perspektif dan pengalaman para peserta di sepanjang program tersebut.

Di samping aspek pembangunan kapasiti, program ini juga merupakan platform penting bagi Negara Brunei Darussalam untuk meningkatkan diplomasi pertahanan negara dan mengeratkan hubungan pertahanan dengan negara-negara rakan sahabat. Dalam EDP Siri Ke-19 ini, peserta-peserta dari 7 negara rakan sahabat turut mengambil bahagian, iaitu Republik Indonesia, Malaysia, Kesultanan Oman, Republik Filipina, Republik Singapura, Kerajaan Thailand dan Republik Sosialis Vietnam.

Program selama 12 minggu ini, yang bermula pada 9 Julai lalu, dikendalikan oleh IPPSSHHB dengan kerjasama para akademik dan pakar-pakar yang berpengalaman dan terkenal dari LKYSPP, National University of Singapore. Secara amnya, program ini dihasratkan untuk memberikan para peserta, ilmu dan pengetahuan mengenai dasar awam, pentadbiran dan pengurusan melalui sesi kuliah, pembentangan dari penceramah tempatan dan antarabangsa, serta lawatan sambal belajar ke Kementerian-Kementerian dan Agensi-Agensi Kerajaan yang terpilih bagi memperolehi kefahaman yang mendalam mengenai persekitaran strategik Negara Brunei Darussalam. Sebagai tambahan, para peserta juga bepeluang untuk membuat lawatan sambil belajar ke Republik Singapura pada 11 hingga 16 Ogos 2024 yang lalu sebagai sebahagian daripada komponen luar program tersebut.

Setakat ini, seramai 476 orang Pegawai-Pegawai Kanan telah berjaya mengikuti EDP anjuran Kementerian Pertahanan sejak ianya mula diperkenalkan pada tahun 2004.
