THE 12th ASEAN MINISTERIAL MEETING ON TRANSNATIONAL CRIME AND ITS RELATED MEETINGS

NAY PYI TAW, MYANMAR, Thursday, 1 November 2018 -The 12th ASEAN Ministerial Meeting on Transnational Crime (12th AMMTC) and its Related Meeting was held from 31st October to 1st November 2018 in Nay Pyi Taw, Republic of the Union of Myanmar.

The 12th AMMTC was officiated by His Excellency U Myint Swe, Vice President of the Republic of the Union of Myanmar. The Meeting was then chaired by Lieutenant General KYAW SWE, Union Minister, Ministry of Home Affairs, Republic of the Union of Myanmar.

Leading the Brunei Darussalam delegation at the Meeting was Yang Berhormat Pehin Datu Lailaraja Major General (Retired) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister of Defence II as Chairman of the National Security Committee.

During the 12th AMMTC, Yang Berhormat the Minister of Defence II delivered a Statement reiterating Brunei Darussalam’s commitment towards the effective implementation of the ASEAN Community Vision 2025 and the ASEAN Leaders’ Vision on a Resilient and Innovative ASEAN.

Yang Berhormat Pehin also highlighted Brunei Darussalam’s continuing efforts in tackling security threats through a whole of government and nation approach, strengthening its legal framework, further integrating social and religious aspects, regulating the internet and enhancing cooperation between regional security agencies especially information sharing.

Yang Berhormat Pehin also commended that the ASEAN Ministerial Meeting on Transnational Crime (AMMTC) and the Senior Officials Meeting on Transnational Crime (SOMTC) allows policy makers to exchange views on efforts in combatting transnational crime more effectively and enhance close cooperation with dialogue partners in the region.

The 12th AMMTC was also attended by ASEAN Ministers responsible in combatting issues related to transnational crime.

Also attended were the Permanent Secretary (Security and Enforcement), Prime Minister’s Office as Brunei Darussalam SOMTC Leader; His Excellency the Ambassador of Brunei Darussalam to the Republic of the Union of Myanmar as well as senior officials from the Prime Minister’s Office.

As part of the meeting programme, the AMMTC Leaders paid a courtesy call on His Excellency U Win Myint, the President of the Republic of the Union of Myanmar on Thursday, 1st November 2018.

Joint Statement

In a Joint Statement, the AMMTC Leaders agreed on the following matters:

-  Reaffirmed commitment in strengthening cooperation in the fight against transnational crime to enhance regional unity and strength and to help establish a politically cohesive, economically integrated and socially responsible Community; 

-  Adopted the ASEAN Plan of Action to Prevent and Counter the Rise of Radicalisation and Violent Extremism 2018-2025 and looked forward to its effective implementation; 

-  Adopted the Guidelines on Consular Assistance by ASEAN Member States Missions in Third Countries to Nationals of Other ASEAN Member States; 

-  Took note of the effective implementation of the SOMTC Work Programme 2016-2018 and looked forward to the finalisation and the adoption of the new SOMTC Work Programme 2019-2021 to implement the ASEAN Plan of Action in Combatting Transnational Crime (2016-2025); 

-  Commended the progress in the implementation of the Bohol Trafficking in Persons Work Plan 2017-2020 and the efforts to monitor its effective implementation through the Matrix of 

Monitoring of Implementation of the Bohol TIP Work Plan 2017-2020.

The 9th AMMTC Plus Three Consultation

During the 9th AMMTC Plus Three (9th AMMTC + 3) Consultation, the Ministers exchanged views on the need to further strengthen the existing ASEAN Plus Three cooperation in combatting transnational crime, including efforts in addressing the rise of radicalisation and violent extremism, other new forms of transnational crime, as well as the impact of rapidly emerging new technologies.

The 6th AMMTC Plus China Consultation

Meanwhile, the 6th AMMTC Plus China (6th AMMTC + China) Consultation meeting highlighted concerns over the emerging new strategies and techniques of the offenders of the different transnational crime. The ministers also committed to further strengthen the capacities of the law enforcers of ASEAN and China in addressing the challenges encountered in the field of Organised Transnational Telecom and Network Crimes.

The 4th AMMTC Plus Japan Consultation

During the 4th AMMTC Plus Japan (4th AMMTC + Japan) Consultation, the ministers exchanged views on further cooperation for mutual interest in combatting terrorism and transnational crime including the way to improve ASEAN-Japan cooperation. The meeting reaffirmed the commitment in combating against terrorism and further strengthen our efforts to prevent and combat transnational crime.

The next 13th AMMTC and its Related Meetings will be held in Thailand in 2019.

MESYUARAT MENTERI-MENTERI ASEAN MENGENAI JENAYAH RENTAS SEMPADAN KE-12 DAN MESYUARAT-MESYUARAT BERKAITAN

NAY PYI TAW, MYANMAR, Khamis, 1 November 2018 - Mesyuarat Menteri-Menteri ASEAN mengenai Jenayah Rentas Sempadan Ke-12 (12th AMMTC) dan Mesyuarat-Mesyuarat Berkaitan telah diadakan pada 31 Oktober sehingga 1 November 2018 di Nay Pyi Taw, Republik Kesatuan Myanmar.

Mesyuarat AMMTC Ke-12 telah dirasmikan oleh Tuan Yang Terutama U Myint Swe, Naib Presiden Republik Kesatuan Myanmar, dan Mesyuarat kemudiaannya dipengerusikan oleh Leftenan Jeneral Kyaw Swe, Menteri Kesatuan, Kementerian Hal Ehwal Dalam Negeri, Republik Kesatuan Myanmar.

Hadir ke Mesyuarat tersebut bagi mengetuai delegasi Negara Brunei Darussalam ialah Yang Berhormat Pehin Datu Lailaraja Mejar Jeneral (Bersara) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Menteri Pertahanan II selaku Pengerusi Jawatankuasa Keselamatan Negara.

Semasa Mesyuarat AMMTC Ke-12, Yang Berhormat Menteri Pertahanan II telah menyampaikan kenyataan, di mana Yang Berhormat Pehin menekankan semula komitmen Negara Brunei Darussalam ke arah pelaksanaan ‘ASEAN Community Vision 2025’ dan ‘ASEAN Leaders’ Vision on a Resilient and Innovative ASEAN’.

Yang Berhormat Pehin turut menekankan bahawa, usaha berterusan Negara Brunei Darussalam dalam menangani ancaman keselamatan melalui pendekatan ‘whole of government and nation’, mengukuhkan rangka kerja undang-undang, mengintegrasi aspek sosial dan agama, mengawal selia internet dan meningkatkan kerjasama di antara agensi keselamatan serantau khususnya dalam perkongsian maklumat.

Yang Berhormat Pehin juga menyatakan bahawa, Mesyuarat Menteri-Menteri ASEAN Mengenai Jenayah Rentas Sempadan (AMMTC) dan Mesyuarat Pegawai-pegawai Kanan mengenai Jenayah Rentas Sempadan (SOMTC) memberikan peluang untuk bertukar-tukar pandangan mengenai usaha-usaha dalam memerangi jenayah rentas sempadan secara lebih berkesan dan meningkatkan kerjasama erat dengan rakan-rakan dialog di rantau ini.

Mesyuarat AMMTC Ke-12 juga dihadiri oleh Menteri-Menteri ASEAN yang bertanggungjawab terhadap menangani isu jenayah rentas sempadan.

Turut hadir ialah Setiausaha Tetap (Keselamatan dan Penguatkuasaan) di Jabatan Perdana Menteri selaku Ketua SOMTC Negara Brunei Darussalam; Tuan Yang Terutama Duta Besar Istimewa dan Mutlak Negara Brunei Darussalam ke Republik Kesatuan Myanmar; serta Pegawai-pegawai kanan dari Jabatan Perdana Menteri.

Sebagai sebahagian dari program Mesyuarat, Ketua-Ketua AMMTC juga telah mengadakan kunjungan hormat kepada Tuan Yang Terutama U Win Myint, Presiden Republik Kesatuan Myanmar pada Hari Khamis, 1 November 2018.

Kenyataan Bersama

Dalam Kenyataan Bersama, Ketua-Ketua AMMTC telah bersetuju mengenai perkara-perkara berikut:

-  Mengesahkan semula komitmen dalam mengukuhkan kerjasama dalam usaha membanteras jenayah rentas sempadan untuk meningkatkan perpaduan dan kekuatan serantau, membantu mewujudkan komuniti yang bersepadu, berganding rapat dalam politik dan bersatu dalam ekonomi. 

-  Mengesahkan ‘ASEAN Plan of Action to Prevent and Counter the Rise of Radicalisation and Violent Extremism 2018-2025’ dan memandang ke arah pelaksanaannya yang berkesan; 

-  Mengesahkan ‘Guidelines on Consular Assistance by ASEAN Member States Missions in Third Countries to Nationals of Other ASEAN Member States’; 

-  Mengambil perhatian mengenai pelaksanaan ‘SOMTC Work Programme 2016-2018’ yang efektif dan mengalu-alukan ‘SOMTC Work Programme 2019-2021’ yang baharu untuk dimuktamadkan dan disahkan bagi pelaksanaan ‘ASEAN Plan of Action in Combatting Transnational Crime (2016-2025)’; 

- Merakamkan tahniah ke atas pencapaian dalam pelaksanaan ‘Bohol Trafficking in Persons (TIP) Work Plan 2017-2020’ dan usaha-usaha untuk memantau pelaksanaan yang berkesan melalui ‘Matrix of Monitoring of Implementation of the Bohol TIP Work Plan 2017-2020’.

Konsultasi AMMTC Plus Three Ke-9

Semasa konsultasi AMMTC Plus Three Ke-9 (9th AMMTC + 3), Menteri-Menteri bertukar-tukar pandangan tentang keperluan untuk mengukuhkan lagi kerjasama ASEAN Plus Three dalam mencegah dan memerangi jenayah rentas sempadan, termasuk pelaksanaan usaha dalam menangani peningkatan dalam radikalisasi dan keganasan melampau, bentuk-bentuk baharu jenayah rentas sempadan serta kesan teknologi baharu yang pesat berkembang.

Konsultasi AMMTC Plus China Ke-6

Sementara itu, rundingan konsultasi AMMTC Plus China Ke-6 (6th AMMTC + China) mengetengahkan kebimbangan mengenai strategi dan teknik baharu pesalah jenayah rentas sempadan yang tidak dapat diselesaikan oleh sesebuah negara sahaja. Menteri-Menteri juga terus komited untuk mengukuhkan lagi keupayaan penguatkuasaan undang-undang ASEAN dan China dalam menangani cabaran-cabaran yang dihadapi dalam bidang pelaksanaan ‘Organised Transnational Telecom and Network Crimes’.

Konsultasi AMMTC Plus Japan Ke-4

Semasa Konsultasi AMMTC Plus Japan Ke-4 (4th AMMTC + Japan), Menteri-Menteri bertukar pandangan mengenai kerjasama lebih lanjut untuk kepentingan bersama dalam memerangi pengganasan dan jenayah rentas sempadan termasuk cara untuk meningkatkan kerjasama ASEAN - Jepun. Mesyuarat mengesahkan lagi komitmen untuk memerangi pengganasan dan memperkuatkan usaha dalam mencegah dan memerangi jenayah rentas sempadan.

Mesyuarat Menteri-Menteri ASEAN Mengenai Jenayah Rentas Sempadan Ke-13 seterusnya akan diadakan di Thailand pada tahun 2019.
