BANDAR SERI BEGAWAN, Wednesday 22 October 2025 - The Ministry of Defence held a Certificate Presentation Ceremony for civilian retirees and recipients of the Excellent Public Service Employee Award (APCPA) this morning at the Banquet Hall, Department of Councils of State, Bandar Seri Begawan.
Present as Guest of Honour at the ceremony was Yang Berhormat Pehin Datu Lailaraja Major General (Retired) Dato Paduka Seri Awang Haji Halbi bin Haji Mohd Yussof, Minister at the Prime Minister’s Office and Minister of Defence II.
Also in attendance were Yang Mulia Major General Dato Paduka Seri Haji Muhammad Haszaimi bin Bol Hassan, Commander of the RBAF; members of the Defence and RBAF Executive Committee; Director-General of Public Services Department, Secretary of Civil Service Commission; as well as directors and senior officers of the Ministry of Defence and the RBAF.
A total of 233 civilian retirees from the Ministry of Defence, who retired in 2022, 2023, and 2024, received certificates of appreciation and souvenirs, followed by the presentation of certificates to three recipients of the APCPA for the years 2024 and 2025, comprising officers and staff from Divisions II, III, IV, and V.
The ceremony began with the recitation of verses from the Qur'an by Yang Mulia Ustaz Muhd Nur Amin bin Haji Jali, a Religious Teacher from the Royal Brunei Armed Forces (RBAF) Religious Directorate (JAMA’AT), followed by the presentation of the Tadabbur Al-Qur’an by Yang Mulia Ustaz Haji Mohammad Rif’at Atiyah bin Anwari, Special Duties Officer Grade II, JAMA’AT.
The event then followed with a remark by Yang Mulia Madam Poh Kui Choon, Deputy Permanent Secretary at the Ministry of Defence, and a speech by the retirees’ representative, Yang Mulia Pengiran Haji Zulkipli bin Pengiran Haji Salleh.
The presentation of certificates and souvenirs were then officiated by the Guest of Honour.
The ceremony concluded with a Doa Selamat recitation by Lieutenant Colonel Abdul Mujib bin Haji Japar, Acting Director of JAMA’AT.
The ceremony was held to honour the service and dedication of retirees to the Government of His Majesty Sultan and Yang Di-Pertuan of Brunei Darussalam, particularly those who served at the Ministry of Defence, as well as to recognise the excellent achievements of officers and staff from Divisions II, III, and IV, respectively.
MAJLIS PENYAMPAIAN SIJIL PERSARAAN KEMENTERIAN PERTAHANAN TAHUN 2022-2024 DAN ANUGERAH PEKERJA CEMERLANG PERKHIDMATAN AWAM (APCPA) 2024
BANDAR SERI BEGAWAN, 22 Oktober 2025 – Kementerian Pertahanan hari ini mengadakan Majlis Penyampaian Sijil kepada pesara-pesara awam dan penerima-penerima Anugerah Pekerja Cemerlang Perkhidmatan Awam (APCPA) yang berlangsung di Dewan Bankuet, Jabatan Majlis-Majlis Mesyuarat, Bandar Seri Begawan.
Hadir selaku Tetamu Kehormat Majlis ialah Yang Berhormat Pehin Datu Lailaraja Mejar Jeneral (Bersara) Dato Paduka Seri Awang Haji Halbi bin Haji Mohd Yussof, Menteri di Jabatan Perdana Menteri dan Menteri Pertahanan II.
Turut hadir di majlis ini ialah Yang Mulia Mejar Jeneral Dato Paduka Seri Haji Muhammad Haszaimi bin Bol Hassan, Pemerintah ABDB; Ahli-ahli Jawatankuasa Eksekutif Pertahanan dan ABDB, Ketua Pengarah Perkhidmatan Awam, Setiausaha Suruhanjaya Perkhidmatan Awam, pengarah-pengarah dan pegawai-pegawai kanan Kementerian Pertahanan.
Seramai 233 orang pesara awam Kementerian Pertahanan yang bersara pada tahun 2022, 2023 dan 2024 menerima sijil penghargaan dan cenderamata, diikuti dengan penyampaian sijil kepada tiga orang penerima APCPA bagi tahun 2024 dan 2025, yang terdiri dari pegawai dan kakitangan Bahagian II, III, IV dan V.
Terdahulu, majlis dimulakan dengan bacaan ayat-ayat suci Al-Qur’an oleh Yang Mulia Ustaz Muhd Nur Amin bin Haji Jali, Guru Ugama dari Jabatanarah Agama ABDB (JAMAAT), diikuti dengan penyampaian Tadabbur Al-Qur’an oleh Yang Mulia Ustaz Haji Mohammad Rif’at Atiyah bin Anwari, Pegawai Tugas-Tugas Khas Tingkat II, JAMA’AT.
Majlis diikuti dengan ucapan daripada Yang Mulia Puan Poh Kui Choon, Timbalan Setiausaha Tetap di Kementerian Pertahanan, serta ucapan daripada wakil pesara, Yang Mulia Pengiran Haji Zulkipli bin Pengiran Haji Salleh.
Penyampaian sijil dan cenderahati kemudiannya disempurnakan oleh Tetamu Kehormat Majlis.
Majlis diakhiri dengan bacaan Doa Selamat oleh Yang Mulia Leftenan Kolonel Abdul Mujib bin Haji Japar, Pemangku Pengarah JAMA’AT.
Majlis ini diadakan bagi menghargai jasa dan khidmat bakti para pesara kepada Kerajaan Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, khususnya di Kementerian Pertahanan, serta sebagai pengiktirafan terhadap kecemerlangan pegawai-pegawai dan kakitangan Bahagian II, III dan IV.
