DEFENCE ACADEMY ROYAL BRUNEI ARMED FORCES ATTENDS THE 24th ASEAN REGIONAL FORUM HEADS OF DEFENCE UNIVERSITIES/COLLEGES/INSTITUTIONS MEETING (ARF HDUCIM)

TANAH JAMBU, Friday, 8 October 2021 - A Defence Academy, Royal Brunei Armed Forces (DA RBAF) delegation led by Lieutenant Colonel (U) Azmie Iskandar bin Ariffin, Acting Commandant, accompanied by the Deputy Chief Instructor and Academic Adviser of DA RBAF Headquarters, participated in the 24th ASEAN Regional Forum Heads of Defence Universities/Colleges/Institutions Meeting (ARF HDUCIM) virtually from 04 to 06 October 2021.

With the theme "In the Quest for Peace: Looking Beyond Perceptions", the meeting was co-chaired by the National Defence University of Pakistan and the National Defence University of Malaysia, where it focused on three sub-themes: Peace Technology: Transforming Global Conflict/Threat Perceptions, Military Leadership and Peace Building, and Collaboration and Cooperation for Peace. The meeting also welcomed heads of delegations of participating countries to hold bilateral meetings on the sidelines.

Australia, Brunei Darussalam, the Kingdom of Cambodia, Republic of Indonesia, Japan, Lao People's Democratic Republic, Malaysia, the Republic of the Union of Myanmar, Islamic Republic of Pakistan, People's Republic of China, Republic of Philippines, Republic of Korea, Republic of Singapore, Socialist Republic of Vietnam, the Democratic Socialist Republic of Sri Lanka and the Kingdom of Thailand were among the 21 delegations from the 27 ARF HDUCIM members and observers who attended the meeting.

The Acting Commandant DA RBAF also delivered a paper titled "Military Leadership Development in the Information Age". He highlighted how an increasingly unpredictable contemporary security environment necessitates military leaders adapting to the 'new normal' leveraging on technology and innovation. He has also shared the RBAF's aspiration to integrate Maqasid Al-Syariah principles into RBAF's leadership development model.

The meeting concluded with the handing over of the 25th ARF HDUCIM chairmanship to the National Defence University of Malaysia, scheduled to be hosted in Kuala Lumpur from 26 to 29 September 2022 or 03 to 06 October 2022. 

The ARF HDUCIM is a Track One activity under the ambit of ARF where it provides opportunities for senior leadership of defence universities, colleges, and institutions from the ARF participating countries to discuss regional security issues and ways to conduct research and educational exchanges as well as contribute to the promotion of trust within the region. 




AKADEMI PERTAHANAN ANGKATAN BERSENJATA DIRAJA BRUNEI MENGHADIRI 24th ASEAN REGIONAL FORUM HEADS OF DEFENCE UNIVERSITIES/COLLEGES/INSTITUTIONS MEETING (ARF HDUCIM)

TANAH JAMBU, Jumaat, 8 Oktober 2021 – Akademi Pertahanan Angkatan Bersenjata Diraja Brunei (AP ABDB) yang diketuai oleh Leftenan Kolonel (U) Azmie Iskandar bin Ariffin, Pemangku Komandan dan disertai oleh Timbalan Ketua Jurulatih dan Penasihat Akademik AP ABDB telah menyertai 24th ASEAN Regional Forum Heads of Defence Universities/Colleges/Institutions Meeting (ARF HDUCIM) secara dalam talian dari 04 hingga 06 Oktober 2021. 

Dengan tema "In the Quest for Peace: Looking Beyond Perceptions", mesyuarat itu dipengerusikan bersama oleh Universiti Pertahanan Nasional Pakistan dan Universiti Pertahanan Nasional Malaysia, di mana ia memfokuskan pada tiga sub-tema iaitu: Peace Technology: Transforming Global Conflict/Threat Perceptions, Military Leadership and Peace Building, dan Collaboration and Cooperation for Peace. Mesyuarat ini juga turut mengalu-alukan ketua perwakilan negara-negara peserta untuk mengadakan pertemuan dua hala di sepanjang forum diadakan. 

Australia, Brunei Darussalam, Kerajaan Kemboja, Republik Indonesia, Jepun, Republik Demokratik Raykat Lao, Malaysia, Republik Kesatuan Myanmar, Republik Islam Pakistan, Republik Rakyat China, Republik Filipina, Republik Korea, Republik Singapura, Republik Sosialis Vietnam, Republik Demokratik Sosialis Sri Lanka dan Kerajaan Thailand adalah di antara 21 daripada 27 anggota dan pemerhati ARF HDUCIM yang menghadiri mesyuarat tersebut.

Pemangku Komandan AP ABDB juga menyampaikan kertas pembentangan bertajuk "Military Leadership Development in the Information Age" yang menekankan mengenai persekitaran keselamatan kontemporari yang semakin tidak dapat diramalkan dan memerlukan pucuk pemimpin tentera untuk menyesuaikan dengan ‘new normal’ yang memanfaatkan kemajuan teknologi dan inovasi. Beliau turut mengongsikan bersama aspirasi ABDB untuk mengintegrasikan prinsip Maqasid Al-Syariah ke dalam model Kepimpinan ABDB.

Mesyuarat diakhiri dengan penyerahan Pengerusi ARF HDUCIM ke-25 kepada Universiti Pertahanan Nasional Malaysia yang dirancang untuk diadakan di Kuala Lumpur dari 26 hingga 29 September 2022 atau 03 hingga 06 Oktober 2022.

ARF HDUCIM adalah aktiviti Track One di bawah bidang ARF dimana ianya memberi peluang kepada semua pemimpin kanan universiti pertahanan, kolej dan institusi dari negara-negara peserta ARF untuk membincangkan isu-isu keselamatan serantau dan cara-cara untuk melakukan penyelidikan serta membuat pertukaran pendidikan yang dapat menyumbang kepada peningkatan kepercayaan di rantau ini.
