THE 10TH ASEAN DEFENCE MINISTERS' MEETING - PLUS EXPERTS' WORKING GROUP ON HUMANITARIAN MINE ACTION (10TH ADMM-PLUS EWG ON HMA)

BERAKAS GARRISON, Tuesday, 14 September 2021 –  The 10th ASEAN Defence Ministers' Meeting - Plus Experts' Working Group on Humanitarian Mine Action (10th ADMM-Plus EWG on HMA) was held virtually at the Army Engineering University of PLA, The People’s Republic of China. 

The meeting that was co-chaired by the Ministry of National Defence of the Kingdom of Cambodia and the Ministry of National Defense of The People's Republic of China and attended by representatives and experts from 18 members of ADMM-Plus, the ASEAN Secretariat, the ASEAN Regional Mine Action Center (ARMAC), and the International Committee of the Red Cross (ICRC). 

Representing the Ministry of Defence, Brunei Darussalam virtually were Lieutenant Colonel Haji Rony Zai bin Haji Zaini, Acting Chief of Staff Royal Brunei Land Force (RBLF), as the Head of Delegation. Also present were Nur Syaza Adibah binti Ahmad Nawi, Research Officer, Directorate of Defence Policy, Ministry of Defence, and Commander Mohd Faizal Ezam bin Haji Abas RBN, Defence Attaché of Brunei Darussalam to The People's Republic of China. 

The meeting began with the opening speech by both Co-Chairs of the 10th ADMM-Plus EWG on HMA, followed by a discussion session and exchange of views by representatives on on the agenda related to the challenges faced in mine detection and clearing operations during the COVID pandemic 19.  ADMM Plus expert representatives also discussed and shared views on the direction for the establishment of multilateral mechanisms in further enhancing communication and cooperation in action on issues on landmine threats among ADMM Plus countries.

The ADMM-Plus EWG on HMA meeting is designed to promote the development of a deeper mechanism for multilateral cooperation in addressing the issues and impact of clearance of landmines and explosives remnants of war in the Asia Pacific region. Under the ADMM Plus EWG HMA work plan for the next 3 years (2021-2023), the Multilateral Training or HMA Field Training Exercise (FTX) is expected to be implemented in September 2023 in the People's Republic of China.




MESYUARAT MENTERI-MENTERI PERTAHANAN ASEAN-PLUS KUMPULAN KERJA PAKAR BAGI HUMANITARIAN MINE ACTION KE-10

BERAKAS GARISON, Selasa, 14 September 2021 –  Mesyuarat Menteri-Menteri Pertahanan ASEAN-Plus Kumpulan Kerja Pakar bagi Humanitarian Mine Action (ADMM-Plus EWG on HMA) ke-10 telah diadakan secara atas talian di Army Engineering University of PLA, Republik Rakyat China.

Mesyuarat tersebut telah dipengerusikan bersama oleh Kementerian Pertahanan Nasional, Kemboja dan Kementerian Pertahanan Nasional, Republik Rakyat China dan dihadiri oleh perwakilan serta pakar dari 18 anggota ADMM-Plus, Sekretariat ASEAN, ASEAN Regional Mine Action Center (ARMAC) dan International Committee of the Red Cross (ICRC).

Mewakili Kementerian Pertahanan, Negara Brunei Darussalam secara dalam talian ialah Leftenan Kolonel Haji Rony Zai bin Zaini, Pemangku Ketua Staff, Tentera Darat Diraja Brunei (TDDB) selaku Ketua Delegasi. Turut hadir ialah Nur Syaza Adibah binti Ahmad Nawi, Pegawai Penyelidik, Jabatanarah Dasar Pertahanan, Kementerian Pertahanan dan Komander Mohd Faizal Ezam bin Haji Abas, Atase Pertahanan Negara Brunei Darussalam ke Republik Rakyat China.

Mesyuarat dimulakan dengan ucapan perasmian oleh kedua-dua Pengerusi Bersama Mesyuarat ADMM-Plus EWG HMA ke-10 diikuti dengan sesi perbincangan dan pertukaran pendapat mengenai agenda yang berkaitan dengan cabaran dan peluang yang dihadapi dalam operasi mengesan dan pembersihan periuk api semasa pandemik COVID 19. Perwakilan pakar ADMM Plus juga turut membincangkan dan berkongsi pandangan mengenai hala-tuju bagi pembentukan mekanisme pelbagai hala dalam meningkatkan lagi perhubungan komunikasi dan kerjasama dalam tindakan terhadap isu-isu mengenai ancaman periuk api di kalangan Negara-negara ADMM Plus.

Mesyuarat ADMM Plus EWG HMA adalah salah satu daripada tujuh kumpulan kerja pakar yang ditubuhkan di bawah rangka kerja ADMM Plus. Mesyuarat ini rancang bagi mempromosikan pembangunan mekanisme yang lebih mendalam secara pelbagai hala dalam menangani isu-isu terhadap kesan dan pembersihan periuk api dan bahan-bahan letupan peninggalan perang di rantau Asia Pasifik. Di bawah rancangan kerja ADMM Plus EWG HMA bagi tempoh 3 tahun ke hadapan  (2021-2023), Latihan Pelbagai Hala atau HMA Field Training Exercise (FTX) dijang
