AND MINISTER OF DEFENCE II
The Honourable Pehin Datu Lailaraja Major General (Retired) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, was appointed temporarily as Minister of Defence II on 27 February 2023, in addition to his present appointment as Minister at the Prime Minister’s Office.
His primary function includes Chairman of National Security Committee. The Honourable Pehin is also currently the Chairman of the Yayasan Sultan Haji Hassanal Bolkiah Board of Directors, Chairman of the DANA Pengiran Muda Mahkota Al-Muhtadee Billah Fund for Orphans Board of Trustees and Chairman of Tabung Amanah Islam Brunei (TAIB) Board of Directors.
Prior to his appointment as Minister at the Prime Minister’s Office on 7 June 2022, The Honourable Pehin was the:
- Minister of Defence II appointed on January 2018
- Minister of Culture, Youth and Sports appointed on October 2015
- Deputy Minister of the Home Affairs appointed on May 2010.
Previously, he was the High Commissioner of Negara Brunei Darussalam to Malaysia in February 2010, and he was the 7th Commander of the Royal Brunei Armed Forces appointed on 28 March 2003, before retiring (military retirement) on 31 December 2009.

The Honourable Pehin Datu Lailaraja Major General (Retired) Dato Paduka Seri Haji Awang Halbi was born on 22 June 1956. He is married to Datin Hajah Kalshom binti Haji Suhaili and is blessed with five (5) children and five (5) grandchildren.
The Honourable Pehin enjoys reading and outdoor activities including hiking, golf and fishing.
