16th ASEAN DEFENCE MINISTERS’ MEETING CONVENES IN CAMBODIA


PHNOM PENH, Wednesday 22 June 2022 – The 16th ASEAN Defence Ministers’ Meeting (ADMM) was held today at the Ministry of National Defence of Cambodia, marking the first time all ASEAN defence ministers and defence representatives gathered physically after two years of virtual meetings. The Meeting was chaired by His Excellency Samdech Pichey Sena Tea Banh, Deputy Prime Minister and Minister of National Defence of Cambodia. 

Representing Brunei Darussalam was The Honourable Pehin Datu Lailaraja Major General (Retired) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister at the Prime Minister’s Office. 

With this year’s theme of “Solidarity for Harmonised Security”, the Meeting observed the adoption of three Concept Papers by Cambodia, one Terms of Reference (TOR), and notation of two Discussion Papers. The 16th ADMM also successfully adopted a Joint Statement titled “Phnom Penh Vision on the Role of Defence Establishments in Support of COVID-19 Recovery” as well as the “Joint Declaration of the ASEAN Defence Ministers on Defence Cooperation to Strengthen Solidarity for Harmonised Security”. 

Following the conclusion of the Meeting, the ASEAN Defence Ministers and defence representatives made a joint courtesy call on His Excellency Samdech Akka Moha Sena Padei Techo Hun Sen, the Prime Minister of Cambodia, at The Peace Palace. 

At the sidelines of the 16th ADMM, the ASEAN-Japan Defence Ministers’ Informal Meeting was convened and co-chaired by His Excellency Samdech Pichey Sena Tea Banh and His Excellency Kishi Nobuo, Minister of Defense of Japan. This was followed by the ASEAN- China Defence Ministers’ Informal Meeting which was convened virtually and co-chaired by His Excellency Samdech Pichey Sena Tea Banh and His Excellency General Wei Fenghe, State Councilor and Minister of National Defense of China. 

Bilateral meetings were also held between Brunei Darussalam with Cambodia and Japan. Cambodia will host the 9th ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus) and ADMM Retreat in November 2022.

MESYUARAT MENTERI-MENTERI PERTAHANAN ASEAN KE-16 DI KEMBOJA 

PHNOM PENH, Rabu 22 Jun 2022 – Mesyuarat Menteri-Menteri Pertahanan ASEAN (ADMM) yang ke-16 telah diadakan pada hari ini di Kementerian Pertahanan Nasional Kemboja, menandakan kali pertama menteri-menteri pertahanan ASEAN dan wakil- wakil pertahanan berkumpul secara fizikal setelah dua tahun mesyuarat diadakan secara talian. Mesyuarat telah dipengerusikan oleh Tuan Yang Terutama Jeneral Samdech Pichey Sena Tea Banh, Timbalan Perdana Menteri dan Menteri Pertahanan Nasional Kemboja. 

Mewakili Negara Brunei Darussalam ialah Yang Berhormat Pehin Datu Lailaraja Mejar Jeneral (Bersara) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Menteri di Jabatan Perdana Menteri. 

Dengan tema “Perpaduan Untuk Keselamatan Harmoni”, Mesyuarat tahun ini memerhatikan tiga Kertas Konsep dan satu Terma Rujukan diterimapakai, dan dua Kertas Perbincangan diambil maklum. Mesyuarat ADMM berjaya menerimapakai Kenyataan Bersama bertajuk “Visi Phnom Penh dalam Peranan Pertubuhan Pertahanan dalam Menyokong Pemulihan COVID-19” serta “Deklarasi Bersama Menteri-Menteri Pertahanan ASEAN dalam Kerjasama Pertahanan untuk Mengukuhkan Perpaduan Bagi Keselamatan Harmoni”. 

Setelah selesai mesyuarat, Menteri-Menteri Pertahanan ASEAN dan wakil-wakil pertahanan mengadakan kunjungan hormat bersama kepada Tuan Yang Terutama Samdech Akka Moha Sena Padei Techo Hun Sen, Perdana Menteri Kemboja, di Peace Palace. 

Di samping Mesyuarat ADMM yang ke-16, Mesyuarat Tidak Rasmi Menteri-Menteri Pertahanan ASEAN dan Jepun telah dikendalikan dan dipengerusi bersama oleh Tuan Yang Terutama Jeneral Samdech Pichey Sena Tea Banh dan Tuan Yang Terutama Kishi Nobuo, Menteri Pertahanan Jepun. Ini diikuti dengan Mesyuarat Tidak Rasmi Menteri- Menteri Pertahanan ASEAN dan China secara talian yang telah dipengerusi bersama oleh Tuan Yang Terutama Jeneral Samdech Pichey Sena Tea Banh dan Tuan Yang Terutama Jeneral Wei Fenghe, Menteri Pertahanan Republik Rakyat China. 

Mesyuarat dua hala turut diadakan di antara Negara Brunei Darussalam bersama Kemboja dan Jepun. Kemboja akan mempengerusikan Mesyuarat Menteri-Menteri Pertahanan ASEAN Plus (ADMM-Plus) yang ke-9 dan ADMM Retreat pada bulan November 2022.
