PROJECT-BASED COMMUNITY MEDICAL DEPLOYMENT/ MEDICAL AID PROVISION COMES TO AN END


NUEVA ECIJA, THE REPUBLIC OF THE PHILIPPINES, Wednesday, 25 October 2023 – The Project-based Community Medical Deployment (PCMD)/ Medical Aid Provision (MAP) initiative officially concluded with a closing ceremony at Kaugnay Hall, Fort Ramon Magsaysay, Nueva Ecija.


The Guest of Honour for the ceremony was The Honourable Engineer Isidro T. Pajarillaga, the Municipal Mayor of General Tinio, Province of Nueva Ecija, the Republic of the Philippines. Attending the ceremony were representatives from the 18 countries of the ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus), ASEAN Center of Military Medicine (ACMM), ASEAN Secretariat, representatives from the local government agencies and the observer from the United Kingdom. Representing Brunei Darussalam was Colonel Dr Haji Awang Mohd Hafizul bin Haji Awang Mohd Hassan, the Chief Medical Officer of the Royal Brunei Armed Forces (RBAF) in his capacity as Brunei Darussalam Co-Chair of ASEAN Defence Ministers’ Meeting-Plus Experts’ Working Group on Military Medicine (ADMM-Plus EWG on MM). 


During the ceremony, both co-chairs of ADMM-Plus EWG on MM and key representatives from the Armed Forces of the Philippines (AFP) delivered their closing remarks which emphasised on the success of the initiative where all ADMM-Plus countries had demonstrated interoperability and practical cooperation towards achieving the objectives of PCMD/MAP. It was also recognised that this ADMM-Plus EWG on MM cycle executed the PCMD/MAP initiative should be commended as a real-world activity rather than a typical exercise. The Guest of Honour expressed his profound gratitude for the invaluable support given by the participating countries. He acknowledged the benefit the initiative brings to his community and hoped that the initiative could be carried forward to be shared with the population within the region.


The goals of PCMD/MAP encompass enhancing the community’s healthcare services, meeting the United Nation’s Sustainable Development Goals and promoting self-reliance in the long term through the contributions provided. The PCMD/MAP also served as a platform for ADMM-Plus to engage in practical collaboration aimed at strengthening the interoperability of the ASEAN community while enhancing regional capacities and capabilities. Additionally, it provide opportunities for the existing ASEAN initiatives to be utilised.


A total of 142 personnel from the 18 ADMM-Plus countries and observer countries/ groups participated in PCMD/MAP. At least 1458 patients received medical treatment sessions, 411 patients received dental treatment, 978 pets received veterinary services, basic life support training and environmental health training were taught to 62 participants from the General Tinio community, and a total of 130 AFP personnel attended the Water Purification Desalination System (WPDS) training in over a week.


Australia will host the next ADMM-Plus EWG on MM Meeting in the first quarter of next year where the ADMM-Plus EWG on MM chairmanship will be handed over.










MAJLIS PENUTUP PROJECT-BASED COMMUNITY MEDICAL DEPLOYMENT/ MEDICAL AID PROVISION


NUEVA ECIJA, REPUBLIK FILIPINA, Rabu, 25 Oktober 2023 – Aktiviti Project-based Community Medical Deployment (PCMD)/ Medical Aid Provision (MAP) dengan secara rasminya ditutup dengan Majlis Penutup di Dewan Kaugnay, Fort Ramon Magsaysay, Nueva Ecija.


Tetamu Kehormat bagi majlis tersebut adalah Yang Berhormat Jurutera Isidro T. Pajarillaga, Datuk Bandar di General Tinio, Wilayah Nueva Ecija, Republik Filipina. Turut hadir ke majlis tersebut adalah wakil dari 18 buah negara-negara ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus), ASEAN Center of Military Medicine (ACMM), Urusetia ASEAN, perwakilan dari agensi-agensi kerajaan tempatan serta pemerhati dari United Kingdom. Mewakili Negara Brunei Darussalam (NBD) ialah Kolonel Dr Haji Awang Mohd Hafizul bin Haji Awang Mohd Hassan, Ketua Pegawai Perubatan, Angkatan Bersenjata Diraja Brunei (ABDB) selaku Pengerusi Bersama ASEAN Defence Ministers’ Meeting-Plus Experts’ Working Group on Military Medicine (ADMM-Plus EWG on MM). 


Semasa majlis tersebut, kedua-dua Pengerusi Bersama dari NBD dan Australia serta beberapa individu utama dari Angkatan Tentera Filipina (AFP), dalam ucapan penutup menekankan mengenai kejayaan inisiatif kesemua negara ADMM-Plus telah menunjukkan kebolehoperasian dan kerjasama dalam mencapai objektif PCMD/MAP. Perlaksanaan PCMD/MAP di kitaran ADMM-Plus EWG on MM ini adalah inisiatif yang perlu diberi kepujian kerana ianya berbeza dari eksesais yang lazimnya dikendalikan, mengambilkira penglibatan aktiviti-aktiviti dikeadaan realiti. Tetamu Kehormat mengucapkan penghargaan yang tulus iklas keatas pertolongan yang telah disumbangkan oleh negara-negara terlibat. Beliau menekankan bahawa inisiatif ini telah memberikan manfaat kepada seluruh komuniti di bawah jagaan beliau. Beliau juga berharap agar inisiatif seperti ini dapat diteruskan dan dikongsikan dengan penduduk-penduduk dirantau ini.


Matlamat PCMD/MAP merangkumi peningkatan perkhidmatan penjagaan kesihatan komuniti, kearah Pembangunan Lestari Pertubuhan Bangsa-Bangsa Bersatu (UN SDGs) dan mempromosikan komuniti yang berdikari dalam jangka masa yang panjang melalui bantuan kesihatan yang telah disediakan. PCMD/MAP juga adalah platform bagi ADMM-Plus untuk bekerjasama dengan tujuan untuk memperkukuhkan kebolehoperasian komuniti ASEAN disamping meningkatkan kapasiti dan keupayaan serantau. Sebagai tambahan, ia juga membuka peluang untuk penggendalian inisiatif-initiatif ASEAN yang sedia ada.


Seramai 142 anggota-anggota dari 18 negara-negara ADMM-Plus dan negara-negara/kumpulan-kumpulan pemerhati telah turut serta didalam PCMD/MAP. Sekurang-kurangnya seramai 1458 pesakit menerima rawatan perubatan, 411 pesakit menerima rawatan pergigian, 978 haiwan menerima perkhidmatan perubatan haiwan, latihan asas pertolongan cemas dan latihan kesihatan alam sekitar telah disampaikan kepada 62 peserta dari komuniti General Tinio, dan seramai 130 anggota-anggota Angkatan Tentera Filipina (AFP) telah menghadiri latihan Water Purification Desalination System (WPDS) didalam tempoh seminggu.


Australia akan menjadi tuan rumah bagi Mesyuarat ADMM-Plus EWG on MM yang seterusnya pada suku awal tahun depan dimana majlis serah-alih-tugas Pengerusi Bersama ADMM-Plus EWG on MM akan diadakan.​
