MOSCOW, RUSSIA, Thursday, 25 April 2019 – The VIII Moscow Conference on International Security (MCIS) was held from 23 – 25 April 2019 in Moscow, the Russian Federation. The event was held at Radisson Hotel, Moscow. Brunei Darussalam was represented by Haji Zakaria bin Sarudin, Deputy Permanent Secretary, Ministry of Defence Brunei Darussalam.
MCIS is an annual event held since 2012 by the Ministry of Defence of the Russian Federation. The event is aimed at fostering understanding on security issues that shape and influence the strategic environment. Among prominent issues discussed at this year’s event include the situation in the Asia, Middle East, Africa and Latin America. Other topics discussed were peacekeeping and military-to-military engagements.
The opening remarks of the Conference was delivered by the Secretary of the Security Council, Nikolai Patrushev. The key highlights in his remarks reiterated the relevance of forums such as MCIS in assembling key policymakers in discussing comprehensive understanding on global agenda that affected international security.
Other keynote statements included statements by the Minister of Defence of the Russian Federation Army General Sergei Shoigu; the Minister of Foreign Affairs of the Russian Federation Sergei Lavrov; the Secretary General of Shanghai Cooperation Organisation (SCO) Vladimir Norov; and a welcome address of the UN Secretary General Antonio Guterres which was delivered by the Under-Secretary-General for Peace Operations Jean Pierre Lacroix.
This year’s event attracted more than 100 states including regional and international organisations with more than 800 delegates. The Conference was officially closed by Deputy Minister of Defence of the Russian Federation, Alexander V. Fomin.
VIII MOSCOW CONFERENCE ON INTERNATIONAL SECURITY
MOSCOW, RUSIA, Khamis, 25 April 2019 – VIII Moscow Conference on International Security telah berlangsung pada 23-25 April 2019 di Moscow, Persekutuan Rusia. Persidangan tersebut telah diadakan di Hotel Radisson, Moscow. Mewakili Kementerian Pertahanan di Persidangan tersebut ialah Tuan Haji Zakaria bin Sarudin, Timbalan Setiausaha Tetap. Kementerian Pertahanan, Negara Brunei Darussalam.
MCIS adalah persidangan tahunan yang dianjurkan oleh Kementerian Pertahanan Persekutuan Rusia bermula tahun 2012. Matlamat utama Persidangan tersebut antaralain ialah bagi menjalin persefahaman mengenai isu-isu keselamatan yang mempengaruhi pergolakan strategik. Topik-topik yang turut diketengahkan semasa Persidangan tersebut bersekitar mengenai pergolakan yang berlaku di rantau-rantau Asia, Timur-Tengah, Afrika dan Amerika Latin. Persidangan tersebut turut menyentuh isu-isu keamanan dan jalinan di kalangan anggota tentera.
Pembuka tirai Persidangan kali ini telah dibuat melalui ucapan Secretary of the Security Council, Nikolai Patrushev. Beliau antaralain mengariskan bahawa Persidangan MCIS adalah relevan bagi semua pengubal dasar pertahanan bagi sama-sama memahami persekitaran dan pergolakan semasa.
Turut memberikan ucapan pembukaan ialah Menteri Pertahanan Persekutuan Rusia Jeneral Sergei Shoigu; Menteri Hal Ehwal Luar Negeri Persekutuan Rusia Sergei Lavrov, Setiausaha Agung Shanghai Cooperation Organisation Vladimir Norov dan teks ucapan Setiausaha Agung Pertubuhan Bangsa-Bangsa Bersatu Antonio Guterres yang telah disampaikan oleh Jean Pierre Lacroix.
Persidangan kali ini turut disertai oleh lebih 100 buah negara dan pertubuhan serantau dan antarabangsa dengan penyertaan lebih dari 800 delegasi. Persidangan tersebut berakhir dengan Ucapan Penutup yang disampaikan oleh Timbalan Menteri Pertahanan Persekutuan Rusia, Alexander V. Fomin.
