MUARA, Monday, 5 October 2020 – The opening ceremony of the 26th Cooperation Afloat Readiness and Training (CARAT) bilateral exercise between the Royal Brunei Armed Forces (RBAF) and the United States Navy (USN) was officiated this morning by Lieutenant Colonel Saifulrizal bin Abd Latif, Chief of Staff, Joint Force Headquarters, RBAF at the Maritime National Coordination Centre in Muara. This exercise marks the 26th year the RBAF and USN are co-chairing the exercise together.
The exercise is co-chaired by both RBAF and USN where the USN is represented by Captain Ann McCann USN, Commodore, Commander, Destroyer 7 (COMDERSON SEVEN) via video conference. Also in attendance are Commander Randall D Jones, USN, the Chief Office of Defence Cooperation, U.S. Embassy in Brunei Darussalam as well as participants from relevant units from both countries.
This year’s CARAT activities will feature both sea and shore phases that will mostly be conducted online, including medical symposium, legal symposium, force protection training, women’s interaction program and senior enlisted engagement.
During the opening ceremony, Lt Col Saifulrizal bin Abd Latif emphasised that the outbreak of the global pandemic has not discouraged both countries from moving forward with CARAT 2020 as planned. Though unprecedented, the exercise planners have devised a program to ensure that the exercise will meet its desired outcome while still adhering to the
guidelines set by the Ministry of Health to prevent the spread of COVID-19.
The annual CARAT exercise is designed to enhance interoperability, professionalism and proficiency of both armed forces and other participating agencies in addressing current and future threats of mutual concern. The 26th CARAT Exercise will be held until 9 October 2020.

Cooperation Afloat Readiness and Training (CARAT) 2020 ke-26 diantara Angkatan Bersenjata Diraja Brunei (ABDB) dan Tentera Laut Amerika Syarikat (TLAS) telah dirasmikan pada pagi ini oleh Leftenan Kolonel Saifulrizal bin Abd Latif, Ketua Staf, Markas Angkatan Bersama, ABDB di Pusat Penyelarasan Maritim Kebangsaan, Pusat Latihan Tentera Laut, Muara.
Eksesais dipengerusikan bersama oleh ABDB dan TLAS dimana mewakili TLAS secara dalam talian ialah Kepten Ann McCann USN, Commodore, Commander, Destroyer 7 (COMDERSON SEVEN).
Turut hadir adalah Komander Randall D Jones TLAS, Ketua Pejabat Pertahanan, Kedutaan Amerika Syarikat di Negara Brunei Darussalam serta peserta dari unit-unit yang berkenaan dari kedua negara.
Aktiviti Ekseasis CARAT tahun ini akan dilaksanakan melalui fasa laut dan darat di mana sebahagian besar akan dikendalikan secara dalam talian termasuk simposium perubatan, symposium perundangan,
force protection training,
women’s interaction program dan
senior enlisted engagement.
Semasa majlis pembukaan, Ketua Staf, Markas Angkatan Bersama ABDB menekankan bahawa cetusan pandemik secara global tidak melemahkan semangat di antara kedua negara dalam melaksanakan eksesais CARAT 2020 seperti yang telah dirancang. Walaupun belum pernah terjadi sebelum ini, pihak perancang latihan telah merancang program latihan bagi memastikan latihan dapat dilaksanakan untuk mencapai matlamat, dan pada masa yang sama mengikut garispandu yang telah dikeluarkan oleh Kementerian Kesihatan dengan tujuan untuk mengawal penyebaran COVID-19.
Pelaksanaan eksesais tahunan CARAT bertujuan untuk meningkatkan interoperabiliti, profesionalisme dan kemahiran anggota-anggota kedua-dua angkatan tentera serta agensi-agensi yang terlibat dalam menangani isu-isu keselamatan yang mempunyai kepentingan bersama. Eksesais CARAT ke-26 ini akan diadakan sehingga 9 Oktober 2020.
