SERIA, Tuesday, 06 November 2018 – The Royal Brunei Armed Forces (RBAF) participated in the annual National Oil Spill Contingency Plan (NOSCOP) Exercise organised by the Brunei Shell Petroleum (BSP) in collaboration with the Maritime Port Authority Brunei Darussalam (MPA BD). This year’s exercise was the Tier 2 Live Deployment Exercise where all government agencies’ involvement was coordinated through MPA BD under the NOSCOP. The exercise focused on oil spill response between BSP and government agencies for the development of an Initial Response Plan (ICS201), which was used for the live deployment exercise.
The preparation for this exercise consisted of three phases – Phase 1, also known as Tier 1, was conducted in August 2018, Phase 2 consisted of workshop and NOSCOP Management Committee briefing which was conducted in October 2018, and finally, Phase 3 was the live deployment of personnel and assets.
The RBAF Live Deployment Exercise was coordinated by the Joint Force Headquarters Royal Brunei Armed Forces (JFHQ RBAF). A Standby Platoon from 3rd Battalion of the Royal Brunei Land Force (RBLF) was assigned in support of the BSP personnel for Civil Military Cooperation (CIMIC) task and Beach Cleaning Operations. RBAF also deployed KDB Berkat from Royal Brunei Navy (RBN) to support the Royal Brunei Police Force in conducting Area Security Cordon. Meanwhile, JFHQ deployed their Drone Operations Team to assist on air surveillance of the operation area.
Witnessing the whole exercise was the Minister of Communication, Yang Berhormat Dato Seri Setia Awang Abdul Mutalib Bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof, and on behalf of the Commander RBAF, the Acting RBAF Joint Force Commander, Captain Haji Mohd Yusuf bin Masron, RBN, as well as senior officers from various government agencies.
LATIHAN PELAN KONTINGENSI TINDAKAN TUMPAHAN MINYAK 2018
SERIA, Selasa, 6 November 2018 – Angkatan Bersenjata Diraja Brunei (ABDB) turut serta dalam latihan tahunan Pelan Kontingensi Tindakan Tumpahan Minyak (NOSCOP) yang dikendalikan oleh Brunei Shell Petroleum (BSP) bersama Pihak Berkuasa Maritim dan Pelabuhan Brunei Darussalam (MPA BD). Latihan pada tahun ini merupakan Tahap 2 iaitu penglibatan agensi-agensi kerajaan melalui MPA BD seperti di dalam NOSCOP. Latihan ini juga memberikan fokus utama bagi penyediaan Pelan Awal Tindakan (ICS201) yang telah digunapakai semasa latihan pergerakan anggota dan aset.
Persediaan latihan tahun ini merangkumi tiga fasa – Fasa 1 merupakan Tahap 1 yang telah dijalankan pada bulan Ogos 2018, Fasa 2 mengandungi woksyop dan taklimat kepada Komiti Pengurusan NOSCOP yang dilaksanakan pada bulan Oktober 2018, manakala Fasa 3 merupakan pergerakan anggota dan aset.
Markas Angkatan Bersama ABDB (MAB ABDB) mengkoordinasikan dan merancang pergerakan anggota dan aset ABDB. Platun Siapsedia dari Batalion Ke-3, Tentera Darat Diraja Brunei (TDDB), telah dikerahkan untuk membantu dalam tugas
Civil Military Cooperation (CIMIC) dan Operasi Membersihkan Pantai bersama anggota BSP. KDB Berkat dari Tentera Laut Diraja Brunei (TLDB) juga berperanan dalam membantu Pasukan Polis Diraja Brunei (PPDB) untuk membuat Kawalan Keselamatan Persisiran Pantai. Manakala, bagi tugas pemantauan udara, MAB ABDB juga telah mengeluarkan Kumpulan Operasi Dron untuk membantu semasa latihan dijalankan.
Hadir untuk menyaksikan keseluruhan latihan ialah Menteri Perhubungan, Yang Berhormat Dato Seri Setia Awang Abdul Mutalib Bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohammad Yusof, dan wakil Pemerintah ABDB adalah Pemangku Pemerintah Angkatan Bersama ABDB, Kepten Haji Mohd Yusuf bin Masron, TLDB, serta pegawai-pegawai kanan dari agensi-agensi kerajaan.
