BOLKIAH GARRISON, Thursday, 22 November 2018 – A forum session in conjunction with the Defence Adviser / Attaché Symposium 2018 was organised by the Directorate of Intelligence, Ministry of Defence, at the Lecture Hall, Sultan Haji Hassanal Bolkiah Institute of Defence and Strategic Studies today.
Present as the Guest of Honour was The Honourable Pehin Datu Lailaraja Major General (Retired) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister of Defence II.
The forum began with opening remarks by Colonel (U) Mohammad Sharif bin Dato Paduka Haji Ibrahim, Director of Intelligence. In his remarks, he highlighted the importance of providing a platform to align expectations, share information and experiences from each Defence Adviser / Attaché according to each country’s perspectives.
The proceeding forum sessions comprised of panelists from the Royal Brunei Armed Forces’ Defence Advisers / Attaché who are based abroad, as well as moderators from the Ministry of Defence. The topics for the forum was divided into three sessions which were, ‘Perspectives on Maritime Security Concern’, ‘Major Power Dynamics and Its Impact Towards the Region’ and ‘Threats on Terrorism: Updates, Efforts and Challenges’.
Also present were Major General Pengiran Dato Paduka Seri Aminan bin Pengiran Haji Mahmud, the Commander of the Royal Brunei Armed Forces (RBAF), Permanent Secretaries, Services Commanders, Deputy Permanent Secretaries, Directors, Commandants, senior officers and officers from the Ministry of Defence and Royal Brunei Armed Forces.
The forum concluded with closing remarks by the Commander RBAF. In his remarks, he highlighted the significance of the forum as it serves to provide a platform for the sharing of best practices amongst the Defence Advisers / Attaché in administrative matters as well as other related issues during the duration of their overseas assignment. In addition, the topics discussed by the panelists were seen as highly relevant, whereby the role of the military today is not confined to protecting territories and preserving sovereignty. Due to the increasing complexity of challenges and threats, the military should actively cooperate with other security agencies in their efforts to counter and mitigate these encounters.
The Defence Adviser / Attaché Symposium 2018 is a week-long program hosted by the Directorate of Intelligence specifically for RBAF’s Defence Advisers / Attaché who are based abroad. It provides the opportunity and platform to discuss with high-level defence officials on various matters pertaining to regional defence and security.
FORUM SEMPENA MINGGU SIMPOSIUM PENASIHAT / ATASE PERTAHANAN 2018
BOLKIAH GARISON, Khamis, 22 November 2018 – Satu sesi forum sempena Minggu Simposium Penasihat / Atase Pertahanan 2018 telah dianjurkan oleh Jabatanarah Perisikan, Kementerian Pertahanan, yang berlangsung di Dewan Kuliah,
Institut Pengajian Pertahanan dan Strategik Sultan Haji Hassanal Bolkiah pada hari ini.
Hadir selaku Tetamu Kehormat ialah Yang Berhormat Pehin Datu Lailaraja Mejar Jeneral (Bersara) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Menteri Pertahanan II.
Simposium tersebut dimulakan dengan ucapan alu-aluan daripada Kolonel (U) Mohammad Sharif bin Dato Paduka Haji Ibrahim, Pengarah Perisikan. Beliau telah menekankan akan kepentingan
untuk menyediakan landasan bagi penyelarasan ekspektasi, pergongsian maklumat serta pengalaman daripada Penasihat / Atase Pertahanan mengikut perspektif negara masing-masing.
Ahli panel sesi forum tersebut terdiri daripada Penasihat / Atase Pertahanan Angkatan Bersenjata Diraja Brunei yang berada di luar Negara dan moderator daripada Kementerian Pertahanan. Topik-topik bagi forum berkenaan adalah dibahagikan kepada tiga sesi iaitu ‘Perspectives on Maritime Security Concern’, ‘Major Power Dynamics and Its Impact Towards the Region’ dan ‘Threats on Terrorism: Updates, Efforts and Challenges’.
Turut hadir ialah Yang Mulia Mejar Jeneral Pengiran Dato Paduka Seri Aminan bin Pengiran Haji Mahmud, Pemerintah Angkatan Bersenjata Diraja Brunei (ABDB), Setiausaha-Setiausaha Tetap, Pemerintah-Pemerintah Angkatan Tentera, Timbalan-Timbalan Setiauasaha Tetap, Pengarah-Pengarah, Komandan-Komandan, pegawai-pegawai kanan serta pegawai-pegawai dari Kementerian Pertahanan dan Angkatan Bersenjata Diraja Brunei.
Forum tersebut diakhiri dengan ucapan daripada Pemerintah ABDB. Beliau telah menekankan kepentingan forum tersebut sebagai landasan bagi perkongsian maklumat di kalangan Penasihat / Atase Pertahanan baik dari segi pentadbiran mahupun isu-isu yang berkaitan di sepanjang tempoh penugasan di luar negara. Topik-topik yang telah dibincangkan juga dilihat amat relevan yang mana peranan tentera hari ini tidak hanya terbatas untuk melindungi wilayah dan menjaga kedaulatan negara. Malah, disebabkan oleh cabaran dan ancaman yang semakin meningkat dan komplex, adalah diperlukan untuk bekerjasama secara aktif bersama dengan agensi-agensi keselamatan yang lain dalam usaha membenteras dan mengurangkan cabaran serta ancaman tersebut.
Minggu Simposium Penasihat / Atase Pertahanan 2018 merupakan satu program yang dianjurkan oleh Jabatanarah Perisikan bagi Penasihat / Atase Pertahanan ABDB yang berada di luar negara. Program ini bertujuan untuk memberikan peluang dan landasan bagi perbincangan dengan pegawai-pegawai pertahanan yang berperingkat tinggi mengenai dengan beberapa isu-isu berkaitan dengan pertahanan dan keselamatan serantau.
