MANILA, PHILIPPINES, Friday, 12 May 2023 – The 17th ASEAN Navy Chiefs’ Meeting (ANCM), held from 8 to 12 May 2023 in Manila, Republic of the Philippines, was hosted by the Philippine Navy (PN) and attended by navy chiefs and representatives across all ASEAN member states. In correspondence with the 17th ANCM, PN also organised a Maritime Security Symposium (MSS) 2023 and an ASEAN Fleet Review (AFR).
Leading the Royal Brunei Navy (RBN) was Captain Haji Mohamad Sarif Pudin bin Matserudin, Acting Commander of the Royal Brunei Navy (RBN), accompanied by two staff officers: Lieutenant Commander Najihah binti Haji Hisab, RBN, Staff Officer Grade 2 Intelligence and Lieutenant Junior Grade Warhamni binti Bohari, RBN, Foreign Military Liaison Defence Attaché.
The Maritime Security Symposium (MSS) 2023 on 9 May 2023 centred on “ASEAN at the Forefront: Emphasising ASEAN’s Perspective, Highlighting its Strength”. Present to deliver his keynote address was Senior Undersecretary Carlito G. Galvez Jr., the Officer-in-Charge at the Department of National Defense. The symposium featured two panels, the first discussing The Southeast Asian Region: A Theatre of Converging Challenges and Interests and the second discussing The ASEAN Perspective: Upholding ASEAN Centrality, Highlighting Cooperation.
The 17th ANCM Plenary on 10 May 2023 commenced with a welcoming address by Vice Admiral Toribio Adachi Jr., Flag Officer in Command (FOIC) of the Philippine Navy, where he highlighted the vital role of ANCM in bringing together all ASEAN Navies in tackling regional maritime concerns and in continuous cooperation as a means to enhance interoperability and attain synergy at sea.
One of the agenda items was the viewpoint exchange, where all the Chiefs of Navies shared their insights and perspectives on this year’s theme, “Synergy at Sea: Regional Cohesion for Peace and Stability”. The meeting agenda entailed information sharing items and updates on future activities, which are the 4th Multilateral Naval Exercise Komodo on 4 – 8 June 2023, hosted by the Indonesian Navy and the upcoming second iteration of the ASEAN Navy Training Experience Exchange Program (ANTEEP) tentatively in November 2023, hosted by RBN. The plenary also adopted the 16th ANCM Minutes of Meeting, the ANCM Road Map 2024 – 2032 and the ASEAN Guidelines for Maritime Interaction (GMI).
Meanwhile, the AFR was held west of Subic Bay on 11 May 2023. The guest of honour during the event was the Officer-in-Charge at the Department of National Defense. The Fleet Review showcased KDB DARUTTAQWA and KDB AFIAT of the RBN, BRP ANTONIO LUNA and BRP ANDRES BONIFACIO of the Philippine Navy, RSS SUPREME of the Republic of Singapore Navy, KRI I GUSTI NGURAH RAI of the Indonesian Navy, KD LEKIU of the Royal Malaysian Navy, HTMS PATTANI of the Royal Thai Navy, VPNS TRAN HUNG DAO of the Viet Nam People’s Navy and BRP DAVAO DEL SUR as the reviewing ship for the AFR. The AFR was a prelude to the second iteration of the 2nd ASEAN Multilateral Naval Exercise (AMNEX).
The Acting Commander RBN also had the opportunity to conduct bilateral meetings with the Chiefs of Navies from the Philippine Navy (PN), Vietnam People’s Navy (VPN), Indonesian Navy (IDN), Royal Thai Navy (RTN) as well as representatives from the Lao’s People Army (LPA) and Royal Cambodian Navy (RCN).
The 18th ANCM will be hosted by Myanmar Navy in 2024.




PEMANGKU PEMERINTAH TENTERA LAUT DIRAJA BRUNEI MENGHADIRI ASEAN NAVY CHIEFS’ MEETING KE-17
MANILA, FILIPINA, Jumaat, 12 Mei 2023 - ASEAN Navy Chiefs’ Meeting (ANCM) ke-17, yang berlangsung pada 8 hingga 12 Mei 2023 di Manila, Republik Filipina telah dihoskan oleh Tentera Laut Filipina (TLF), dan dihadiri oleh pemerintah-pemerintah Angkatan Laut dan perwakilan dari semua negeri ASEAN. Sejajar dengan ANCM ke-17, TLF juga menganjur Maritime Security Symposium 2023 dan ASEAN Fleet Review (AFR).
Mengetuai rombongan Tentera Laut Diraja Brunei (TLDB) adalah Kepten Haji Mohamad Sarif Pudin bin Matserudin, Pemangku Pemerintah TLDB, bersama dua pegawai turus iaitu Leftenan Komander Najihah binti Haji Hisab, TLDB, Timbalan Pegawai Turus Perisikan dan Leftenan Madya Warhamni binti Bohari, TLDB, Penolong Pegawai Turus

Plenari ANCM ke-17 yang bermula pada 10 Mei 2023 dimulakan dengan kata-kata aluan yang disampaikan oleh Laksamana Muda Toribio Adachi Jr., Flag Officer in Command, (TLF) di mana beliau menekankan peranan penting ANCM dalam menyatukan kesemua Tentera Laut ASEAN dalam menangani isu maritim serantau dan untuk meneruskan kerjasama agar interoperability sentiasa dipertingkatkan dan mencapai tindakan paduan yang lebih berkesan di laut.
Salah satu agenda utama ialah pertukaran sudut pandangan di mana semua pemerintah Angkatan Laut ASEAN berkongsi perspektif mereka mengenai tema ANCM pada tahun ini, iaitu “Synergy at Sea: Regional Cohesion for Peace and Stability”. Agenda mesyuarat tersebut melibatkan perkongsian maklumat dan pengemaskinian mengenai aktiviti-aktiviti ANCM pada masa depan, iaitu Multilateral Naval Exercise Komodo ke-2 pada 4 – 8 Jun 2023, anjuran Tentara Nasional Indonesia – Angkatan Laut (TNI-AL) dan ASEAN Navy Training Experience Exchange Program (ANTEEP) ke-2, pada bulan November 2023, anjuran TLDB. Plenari ANCM juga turut menyaksikan kelulusan Minit Mesyuarat ANCM ke-16, ANCM Road Map 2024 – 2032 dan ASEAN Guidelines of Maritime Interaction (GMI).

AFR merupakan permulaan kepada perlaksanaan ASEAN Multilateral Naval Exercise (AMNEX) ke-2.
Pemangku Pemerintah TLDB juga berkesempatan untuk mengadakan perjumpaan dua hala dengan Pemerintah Angkatan Laut dari Tentera Laut Filipina (TLF), Tentera Laut Rakyat Vietnam (TLRV), Tentara Nasional Indonesia – Angkatan Laut (TNI-AL), Tentera Laut Diraja Thailand (TLDT) serta perwakilan dari Tentera Darat Rakyat Laos (TDRL) dan Tentera Laut Diraja Kemboja (TLDK).
ANCM ke-18 akan dihoskan oleh Tentera Laut Myanmar pada tahun 2024.
