INTRODUCTION
Prior to July 2012, the Directorate of Intelligence was known as the Directorate of Intelligence and Security where it oversees matters of Security before that function was handed over to the Defence Security Branch, Directorate of Strategic Planning/The Defence Minister’s Office.

To Enhance Strategic Military Intelligence Capability of The Royal Brunei Armed Forces (RBAF) And Ministry of Defence (MINDEF) By Providing Strategic, Timely, And Relevant Intelligence Assessment.
 
ROLES
The Directorate of Intelligence has four (4) major roles, which are:  
a.    To provide intelligence services in an actionable, effective, timely & accurate manner;
b.    To provide strategic and operational military threat assessment for the country, MINDEF and RBAF;
c.    As a point of contact for all kinds of interactions between MINDEF and Foreign Defence Organizations as well as foreign missions in Brunei Darussalam; and
d.    To produce and oversee the implementation of intelligence and training policies for MINDEF and RBAF personnel.

DEFENCE DIPLOMACY AND COOPERATION
The Directorate of Intelligence also contributes to the defence diplomacy and cooperation efforts at the regional and international levels. 
These are through its participations in meetings and gatherings such as the ASEAN Military Intelligence Meeting (AMIM) and the Asia Pacific Intelligence Chiefs Conference (APICC). The Directorate of Intelligence Is also an active participant in the ASEAN Militaries Analysts-to-Analysts Intelligence Exchange (AMAAIE) in Manila, Philippines and Jakarta, Indonesia respectively. Interactions from these Meetings are regarded as important platforms for confidence building and enhancing cooperation and military relations between countries.
In 2023, the Directorate of Intelligence had successfully hosted the 1st ASEAN Junior Intelligence Interaction Programme held in Brunei Darussalam where 9 countries within South East Asia participated. It was first introduced by the directorate during the ASEAN Chairmanship of Brunei Darussalam in 2021.
In the effort to establish and enhance networking with regional and international military intelligence establishments, the Directorate of Intelligence is also actively cooperating in bilateral intelligence exchanges (INTELEXES) with the military intelligence agencies of friendly countries.  The benefits from these INTELEXES are two-folds, firstly, sharing of information and perspectives on the security issues of respective countries as well as security issues of common concerns. Secondly the exchanges promote closer defence relations with the partners hence enriching the defence diplomacy drive. The Directorate of Intelligence currently holds regular INTELEXES with the US, Malaysia, Singapore, Philippines, Australia, Indonesia, Thailand, Jordan, Saudi Arabia and Vietnam.

Directorate of Personnel is made up of a number of departments responsible for a wide range of activities relating to personnel management, administration, career development, welfare and discipline. This Directorate is responsible in formulating, implementing and regulating policies pertaining manning, records, administration, finance, training, education, legal, discipline and welfare.

  • To monitor all matters related to staff duties and the updating of RBAF Training Doctrine.
 

7. ROLE OF VETERAN AFFAIRS OFFICE

  • To care for the welfare and well -being of retirees and former RBAF Personnel

 

8.    ROLE OF TRAINING OFFICE

  • To coordinate and monitor matters related to training and courses in RBAF with other ministries or foreign military forces for training or courses offered locally and abroad.


9.    ROLE OF RECRUITMENT OFFICE

  • Responsible to attract local youth who are qualified to be a soldier as a career by organizing career fairs in schools, colleges and higher institutions.
  • Responsible for administering the process of selection and recruitment of officers and other ranks for potential RBAF personnel.


10.    ROLE OF RBAF PRIHATIN CENTRE

To provide services such as prevention education, rehabilitation and self development by a well dedicated counselor in order to improve the quality of military personnel for their service in the RBAF.

INTRODUCTION

Formally established on the 3rd March 2003, Judge Advocate General’s Office began its journey in the Royal Brunei Armed Forces as a small unit formerly known as the ‘Military Legal Unit’ (MLU) under the purview of the Directorate of Personnel.   On 1 January 2021, as part of the review of its structure, JAG was effectively transferred under the Commander RBAF Secretariat Office.

As the principal legal advisor to the RBAF and Ministry of Defence, JAG plays a crucial role in providing guidance and legal advice in relation to discipline, administration, operation, training and policy to all RBAF Commanders and command holders as to allow them to make just and rational decisions and actions based on the Principles of Justice and due process in accordance with RBAF and National Laws.

JAG currently comprises 4 main divisions: Prosecution, Operations, Policy & Legislation, and General Advisory.  Whilst JAG as a whole, acts as the principal legal advisor to the RBAF and the Ministry of Defence (MINDEF) on all matters pertaining to law, each of these 4 divisions has distinct legal roles and responsibilities in the overall execution of JAG’s functions.   JAG is also the national legal Subject Matter Expert (SME) on Operational Law and Military Disciplinary Law matters.

  • Ensures the legality and legitimacy of RBAF operations (use of force)
  • Involves in joint-planning process for operations at JFHQ and Units level
  • Involves in ROE formulation and guidance cards 
  • Involves in all RBAF & National and Multi-National Exercises 
  • Provide in-house training/courses on matters related to operational law

INTRODUCTION
RBAF Counselling Centre was officially established on 3 March 2003.  At the early stage, the Centre functions in collaboration with ‘JPKN ABDB’ to counter drug abuse issues within RBAF. Now with 4 new branches, namely drug rehabilitation, training and research, counselling and para-counselling, and family development, the Centre has been pro-active in addressing various issues pertaining to personal issues, career and family. Currently, there are 1 professional counsellor and 11 trained counsellors.

The Centre’s vision is to become a professional organisation in the military setting contributing towards quality enhancement, status, self-worth, integrity and potentials of personnel in RBAF/ Ministry of Defence besides family members through counselling service, psychology and associated programmes.
