CAPTAIN (RETIRED) HAJI NORBAHRIN BIN HAJI MUAMAD, RBN

 

DEPUTY PERMANENT SECRETARY (POLICY AND ADMINISTRATION)

Captain (Retired) Haji Norbahrin bin Haji Muamad, Royal Brunei Navy (RBN) was from a Boy’s Company intake 15th and served for RBN from 1995 until 2000 as an enlisted. He was offered to study BTEC National Diploma in Electronic, Electrical and Communication at South Devon College, UK in June 1995 until June 1997.  In September 1997, he was continued his study for First Degree at Salford University, Manchester, UK in Electronic Engineering and graduated in June 2000. He was commissioned to Naval Officer in September 2001 after completed his Officer Cadet Course at Royal Britannia Naval College, Dartmounth, UK in 2001. Later, he was then attended a System Engineering Management Course, Portmouths, UK at HMS COLINGWOOD before appointed to be a Project Naval Overseer in Weapon Department at Glasgow, SCOTLAND in 2002. Later in 2005, he was appointed to be an Aide de Camp to Deputy Minister of Defence for 3 years. He has an opportunity to continue his studies for Master of Science in Applied Physics from 2007 until 2009 at Post Graduate Naval School, Monterey, United States.

After completion of his studies, he was assigned to be a Project Naval Overseer in Weapon Department at Bremen, GERMANY until 2011. Captain (Retired) Haji Norbahrin spent his formative years onboard KDB DARUSSALAM (Patrol Vessel) as a Weapon Engineering Officer and participated in RIMPAC, US in 2013. Ashore, Captain (Retired) Haji Norbahrin also served as Commanding Officer Base, Commanding Officer Maintenance and Assistance Chief of Staff Logistic before posted to Office Strategic Management, Ministry of Defence as a Strategic Management Officer from November 2021 to June 2023. In his role, he helped to oversee the Strategic Management Corporate Map for Ministry of Defence to assess of the strategic implications of national policy objectives that led to the reshaping and modernising of the Royal Brunei Armed Forces. He was successfully completed his Balanced Scorecard Certification Program with Center for Excellence in Public Leadership, the George Washington University at Gold Coast, Australia in May 2023. In 7 June 2025, he was appointed to be a Head of Inspectorate Cell for RBN until 4 July 2025 was to provide the Commander of RBN with independent assurance on operational readiness, compliance, governance and organisational effectiveness, while driving continuous improvement across the RBN. With his commitment to Royal Brunei Armed Forces, he was posted to be a Head of Inspectorate Unit, Royal Brunei Armed Forces in 5 July 2025 in order to provide the Commander Royal Brunei Armed Forces with independent, objective and evidence-based assurance on the readiness, effectiveness, compliance and performance of the RBAF and to drive continuous improvement across the organisation. 

By command of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, it was hereby announced that His Majesty has graciously consented to the appointment of him as Deputy Permanent Secretary (Policy and Administration) Ministry of Defence, Brunei Darussalam which was effective date from 8 September 2026.

Captain (Retired) Haji Norbahrin is married to Hazirah and blessed with three children.
