BOLKIAH GARRISON, Thursday 14 July 2011 – The Ministry of Defence (MINDEF) has down-selected two companies who will compete for the Support Helicopter Project (SH Poject) contract, namely Eurocopter and Sikorsky Aircraft Corporation (Sikorsky).
With Royal Brunei Air Force (RBAirF) fleet of Bell 212 and BO105 nearing the end of its operational life, the SH Project was brought about in line with the need to replace and enhance the RBAirF’s rotary wing capacity as identified in the Defence White Paper Update 2007.
The delivery of technologically advanced new aircraft will allow the Royal Brunei Armed Forces (RBAF) to strengthen its troop deployment capabilities in operations both locally and regionally.
In August 2010, the MINDEF’s Centre of Science and Technology, Research and Development (CSTRAD), was entrusted to manage the SH Project. Four renowned helicopter vendors who expressed interest in the SH Project were issued an Invitation to Tender (ITT). With all four vendors having reputable experience in delivering to military operators, they were each requested to propose an innovative helicopter replacement solution suitable to meet the RBAF’s needs. The vendors’ proposals went through a comprehensive down-selection process which has allowed CSTRAD to systematically determine the best two proposals, timely and effectively.
Both Eurocopter and Sikorsky are global helicopter manufacturing companies which offer reliable and battle proven aircraft designed specifically to meet the rigor of various military missions. To meet RBAF’s military missions, Eurocopter has proposed a two platform solution the large utility EC725 helicopter and the smaller light utility EC645T2 helicopter. Sikorsky on the other hand, has offer it’s S-70i BLACK HAWK, which is an international variant of the UH-60M helicopter currently used by the US Army.
Contract negotiations with the two down-selected vendors will ensue after the On-Site Evaluation, with an expected contract award date by the end of the year. The first batch of new helicopters are expected to be delivered and introduced into service by 2014.
KEMENTERIAN PERTAHANAN MENGUMUMKAN PEMILIHAN AWAL DUA SYARIKAT BAGI PROJEK SUPPORT HELICOPTER

– Kementerian Pertahanan telah mengumumkan pemilihan dua syarikat
pengeluar pesawat helikopter yang akan bersaing dalam pemilihan akhir
pembekal bagi Projek Support Helicopter. Syarikat-syarikat yang terpilih
dalam persaingan akhir ini ialah Syarikat Eurocopter dan Syarikat
Sikorsky Aircraft Corporation.
Syarikat
Eurocopter dan Syarikat Sikorsky Aircraft Corporation merupakan dua
syarikat pembuat helikopter yang bertaraf global, dan keduanya mampu
menawarkan helikopter berkeupayaan tentera direka khas untuk memenuhi
berbagai tugas dan misi ketenteraan. Eurocopter menawarkan dua jenis
helikopter kepada Angkatan Bersenjata DiRaja Brunei (ABDB) iaitu
helikopter utiliti berat EC725 dan helikopter utiliti ringan EC645T2.
Sikorsky pula telah menawarkan helikopter S-70i BLACK HAWK yang mana
merupakan salah satu versi baru helikopter UH-60M yang ketika ini
digunakan oleh Tentera Darat Amerika Syarikat.
Projek Support Helicopter bermula pada Ogos 2010 apabila
Pusat Penyelidikan dan Perkembangan Sains dan Teknologi (P3ST),
Kementerian Pertahanan, telah diamanahkan untuk mengendalikan projek
berkenaan. Empat buah syarikat pembuat helikopter terkemuka –
AgustaWestland, Bell Helicopter, Eurocopter dan Sikorsky Aircraft
Corporation telah memenuhi syarat untuk bersaing dalam pemilihan awal
bagi pembekalan ini. Syarikat-syarikat berkenaan telah dijemput untuk
menyediakan cadangan program penggantian helikopter yang berinovasi dan
bersesuaian untuk memenuhi keperluan ABDB melalui penyediaan tawaran dan
sebutharga. Penilaian komprehensif ke atas tawaran syarikat-syarikat
berkenaan telah menghasilkan pengumuman dua syarikat pembekal yang akan
bersaing dalam pemilihan akhir projek tersebut. Kontrak Projek Support
Helicopter dijangka akan ditandatangani pada penghujung tahun ini dan
kumpulan pertama helikopter-helikopter baru ini dijadual akan mula
dibekalkan dan beroperasi dalam tahun 2014.
Tentera Udara DiRaja Brunei (TUDB) ketika ini menggunakan
pesawat-pesawat helikopter Bell 212 dan BO105. Pesawat-pesawat ini telah
lama beroperasi dan kini sudah tiba masanya pesawat-pesawat berkenaan
diganti dan diperbaharui untuk meningkatkan keupayaan gerakan TUDB
sesuai dengan realiti logistik dan perkembangan teknologi masa kini.
Keperluan ini telah dikenalpasti dan diperjelas di dalam Kertas Putih
Pertahanan 2007 (Defence White Paper Update 2007). Dengan adanya
pesawat-pesawat helikopter yang berteknologi baru, ABDB akan dapat
meningkatkan keupayaan pengangkutan tentera (troop deployment) baik di
dalam negeri dan mahupun dikawasan serantau.
