BANDAR SERI BEGAWAN, Wednesday 12 June 2013 – This afternoon, the HADR and MM exercise participants embarks on an computer-interacting game at the Multinational Coordination Centre (MNCC) called OPERA system. Opera is a computer application that specifically designs for Human Assistance Disaster Relief (HADR) operations. It is a Command and Control Information System (CCIS) which function as a platform for data communication and information sharing between operation center and unit deployed in the incident area. It can be used for military operation, civil military collaboration, multiagency and multinational deployment.  

Opera is a web portal/base application and accessible via internet connectivity. However a user account is required in order to utilize the application. Opera system belongs to and manages by SAF and has been in use for several HADR deployments previously.

The capabilities of the Opera system are:

a. COP (Common Operational Picture) which provides a situational awareness of the troop or forces deployed in the incident area. It can use the google earth or any other map template to indicate the location of each force.
b. Planning and Managing tools such as assets, manpower, key area of responsibility etc

c. Collaboration Tool ie email and chat for passage of information
d. Knowledge Repository ie where manual or SOP can be load into the system for easy access if required.
e. News and event can be up load into the system for admin planning
f. Contact list
g. Weather forcast

The system has the ability to create better situational awareness to the MNCC during the conduct of exercise.
