PAMPANGA, PHILIPPINES, 24 October 2017 – Held back-to-back with the ADMM, the 4th ADMM-Plus meeting concluded today at the ASEAN Convention Center in Clark, Pampanga, Philippines.

Following the meeting, the ADMM-Plus Ministers and their representatives also attended and witnessed a historic moment of the launching of Phase I of the ASEAN Direct Communications Infrastructure. This initiative was spearheaded by His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar Ali Saifuddien Saádul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam during his capacity as Chairman of the 22nd ASEAN Summit in 2013.

Yang Berhormat Pehin Datu Singamanteri Colonel (Retired) Dato Seri Setia (Dr) Awang Haji Mohd Yasmin bin Haji Umar, Minister of Energy and Industry at the Prime Minister’s Office, representing His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam’s capacity as the Minister of Defence, was at the 4th ADMM-Plus and the launching ceremony to hand over the briefcase containing the communications system to the current ADMM Chair, His Excellency Delfin Negrillo Lorenzana, Secretary of National Defense of the Republic of Philippines.

The ASEAN Direct Communications Infrastructure, is the ADMM’s proactive effort to defuse misunderstandings, prevent escalation and enables Defence Ministers to directly contact each other and arrive at timely mutual decisions. Holistically, it also serves as one of ASEAN’s key confidence-building measures.

Following the launch, His Excellency Lorenzana handed over the ADMM chairmanship to His Excellency Dr Ng Eng Hen, the Minister for Defence of Singapore.

On the sidelines of the ADMM-Plus Meeting, the ASEAN and Plus Defence Ministers also had the opportunity to meet with His Excellency President Rodrigo Duterte, the President of the Republic of the Philippines.

The ADMM-Plus was a biennial meeting that provides a platform for the ASEAN Defence Ministers and the eight “Plus” partners Australia, China, India, Japan, Republic of Korea, New Zealand, Russia and the United States, to come together to discuss and exchange views on the regional security landscape. This year, it was agreed by the ASEAN and Plus Ministers to have the meetings held annually.

MESYUARAT MENTERI-MENTERI PERTAHANAN ASEAN-PLUS (ADMM-PLUS) KE 4 DAN PELANCARAN ASEAN DIRECT COMMUNICATIONS INFRASTRUCTURE (ADI)


PAMPANGA, REPUBLIK FILIPINA, 24 Oktober 2017 – Diadakan secara berterusan selepas ADMM, ADMM-Plus ke-4 telah berakhir pada hari ini di Pusat Persidangan ASEAN, Clark, Pampanga, Republik Filipina.

Selepas Mesyuarat tersebut berakhir, Menteri-Menteri dan perwakilan-perwakilan ADMM-Plus seterusnya menghadiri dan menyaksikan detik bersejarah, upacara pelancaran fasa pertama ASEAN Direct Communications Infrastructure. Inisiatif ini telah diterajui oleh Kebawah Duli Yang Maha Mulia Sultan Haji Hassanal Bolkiah Mu’ízzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar Áli Saifuddien Saádul Khairi Waddien, Sultan dan Yang Di-Pertuan Negara Brunei Darussalam, di dalam kapasiti Baginda selaku Pengerusi Sidang Kemuncak ASEAN ke-22 pada tahun 2013.

Yang Berhormat Pehin Datu Singamanteri Kolonel (B) Dato Seri Setia (Dr) Awang Haji Mohd Yasmin bin Haji Umar, Menteri Tenaga dan Perindustrian di Jabatan Perdanan Menteri, sebagai wakil Kebawah Duli Yang Maha Mulia Sultan Dan Yang Di-Pertuan Negara Brunei Darussalam sebagai Menteri Pertahanan, menghadiri ADMM-Plus ke 4 berserta Majlis Pelancaran ASEAN Direct Communications Infrastructure untuk menyerahkan Key Management System kepada Pengerusi ADMM tahun ini.

ASEAN Direct Communications Infrastructure adalah usaha proaktif ADMM untuk meleraikan dan menggelakkan peningkatan kesalahfahaman dan membolehkan Menteri-Menteri Pertahanan untuk berhubung secara langsung dengan sesama sendiri bagi mencapai keputusan bersama dalam masa yang tepat. Secara keseluruhan, ianya juga menjadi salah satu cara membina kepercayaan.

Selepas acara pelancaran tersebut, Tuan Yang Terutama Delfin Negrillo Lorenzana menyerahkan ASEAN Mace kepada Tuan Yang Terutama Dr Ng Eng Hen, Menteri Pertahanan Republik Singapura, Pengerusi tahun 2018.

Di samping mesyuarat tersebut, Menteri-Menteri Pertahanan berpeluang mengadakan perjumpaan bersama Tuan Yang Terutama Presiden Rodrigo Duterte, Presiden Republik Filipina.

Mesyuarat ADMM-Plus yang sebelum ini diadakan setiap dua tahun sekali, dihadiri oleh Menteri-Menteri Pertahanan ASEAN dan juga lapan rakan-rakan dialog iaitu Australia, Republik Rakyat China, India, Jepun, Republik Korea, New Zealand, Russia dan Amerika Syarikat bagi membincangkan dan bertukar-tukar pandangan mengenai hal ehwal keselamatan serantau. Pada tahun ini, persetujuan telah dicapai bagi Mesyuarat ini diadakan setiap tahun.
