NAYPYIDAW, REPUBLIC OF THE UNION OF MYANMAR, Wednesday, 9 October 2019 - The 11th ADMM-Plus EWG on Military Medicine and the Handing Over Ceremony of the ADMM-Plus EWG on Military Medicine Co-Chairmanship took place today at the M-Gallery, Sofitel Hotel, Naypyidaw, Republic of the Union of Myanmar.
Co-chairing the meeting were Director, Directorate of Medical Services, Republic Union of Myanmar, Brigadier General Tin Maung Hlaing and India EWG-MM leader, Colonel Sachin Mhta from the Army Medical Corps, Republic of India, Co-Chairs of the third cycle of EWG on MM (2017-2019). The meeting was attended by senior military medical officials from the ADMM-Plus countries. Brunei Darussalam was represented by Colonel Dr. Haji Awang Mohd. Hafizul bin Haji Awang Mohd Hassan, Chief Medical Officer of the Royal Brunei Armed Forces (RBAF) as head of delegation accompanied by two military medical officers and two officers from the Directorate of Defence Policy, Ministry of Defence.
With the successful completion of the third cycle of the EWG-MM under Myanmar and India’s co-chairmanship, both co-chairs today officially handed over the co-chairmanship of the EWG on MM to Brunei Darussalam and Australia who will be the new co-chair of the next fourth cycle (2020-2023). It was acknowledged that under the Myanmar and India Co-chairmanship, the main signature outcomes of their co-chairmanship were the conduct of the ASEAN Military Medicine Conference (AMMC) in 2018 and 2019 respectively, the publication of the ASEAN Military Medicine Handbook (for Paramedics) and the successful execution of the Field Training Exercise (FTX) which was held in Lucknow, India, in February 2019.
As part of the objective to continue the successful legacy of the previous cycles of the EWG on MM Singapore –Japan (2011-2013), Thailand-Russia (2014-2016) and Myanmar-India (2017-2019), Brunei Darussalam and Australia will be adopting an alternative approach in conducting the EWG-MM deliverance, where the change is hoped to improve the working relationship, interaction and cooperation in military medicine in delivering real health-care in non-crisis situation to the population inclusive of providing training and education related to healthcare, by incorporating all the previous initiatives.
Since its establishment in 2010, the EWG on MM has able to strengthen cooperation, inter-operability and coordination among the military medical services of the 18 ADMM-Plus countries as envisaged by the ADMM-Plus leaders.
MESYUARAT KE 11 PASUKAN KERJA PAKAR PERUBATAN TENTERA ADMM-PLUS EXPERTS WORKING GROUP ON MILITARY MEDICINE
NAYPYIDAW, REPUBLIK PERSATUAN MYANMAR, Rabu, 9 Oktober 2019 – Mesyuarat ke-11 Pasukan Kerja Pakar Perubatan Tentera ADMM-Plus Experts Working Group on Military Medicine (EWG on MM) dan Majlis Serah-Alih-Tugas Pegerusi Bersama ADMM-Plus (EWG on MM) berlangsung hari ini di M-Gallery, Sofitel Hotel, Naypyidaw, Myanmar.
Mempengerusikan bersama mesyuarat tersebut ialah Pengerusi Bersama Pasukan Pakar Kerja Perubatan Tentera bagi pusingan ketiga (2017-2019) iaitu Pengarah, Directorate of Medical Services, Myanmar, Brigedier Jeneral Tin Maung Hlaing dan Ketua EWG on MM India, Kolonel Sachin Mhta dari Army Medical Corps, Republik India. Mesyuarat tersebut telah dihadiri oleh pegawai-pegawai kanan perubatan tentera dari negara-negara ADMM-Plus. Brunei Darussalam diwakili oleh Kolonel Dr. Haji Awang Mohd. Hafizul bin Haji Awang Mohd Hassan, Ketua Perubatan Tentera Angkatan Tentera Diraja Brunei (ABDB) sebagai ketua delegasi berserta dua pegawai perubatan tentera ABDB dan dua pegawai dari Jabatanarah Dasar Pertahanan, Kementerian Pertahanan.
Dengan tamatnya tugasan Pasukan Pakar Kerja Perubatan Tentera bagi pusingan ketiga (2017-2019) yang dipengerusikan bersama oleh Myanmar and India, tugas tersebut kini secara rasminya telah diserah-alih kepada pengerusi baharu bagi pusingan keempat (2020-2023) iaitu Negara Brunei Darussalam dan Australia. Tiga kejayaan besar di bawah tugasan Pasukan Pakar Kerja Perubatan Tentera bagi pusingan ketiga, Myanmar dan India adalah pengendalian Persidangan Perubatan ASEAN pada tahun 2018 dan 2019, penerbitan buku ASEAN Military Medicine Handbook (for Paramedics) dan perlaksanaan Field Training Exercise (FTX) di Lucknow, India, pada bulan Februari tahun ini.
Sebagai objektif untuk menyambung legasi kejayaan ketiga-tiga pusingan Pasukan Pakar Kerja Perubatan Tentera yang lepas iaitu Singapura –Jepun (2011-2013), Thailand-Rusia (2014-2016) dan Myanmar-India (2017-2019), Brunei Darussalam dan Australia sebagai Pengerusi Bersama yang baharu akan menggunakan pendekatan yang berbeza. Pendekatan ini diharap akan dapat meningkatkan lagi hubungan kerja, interaksi dan kerjasama perubatan tentera dalam sama-sama menyumbangkan penjagaan kesihatan semasa situasi aman kepada penduduk awam khususnya melalui latihan dan pendidikan kesihatan dengan menggabungkan kesemua inisiatif dari pusingan-pusingan EWG on MM yang lepas.
Sejak ditubuhkan pada tahun 2010, EWG on MM telah berjaya mengukuhkan kerjasama, inter-operability, dan penyelarasan di kalangan pekhidmatan Pasukan Perubatan Tentera bagi ke semua 18 negara ADMM-Plus seperti yang dihasratkan oleh ketua-ketua Pertahanan ADMM-Plus.
