Thursday, 24 June 2021 – The 16th Executive Development Programme (EDP) on Public Policy and Management for senior government officials hosted by the Ministry of Defence concluded today in a closing ceremony held at the Officers’ Mess, Bolkiah Garrison.

Present at the ceremony were Yang Berhormat Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister of Defence II, Ambassador Extraordinary and Plenipotentiary of the Republic of the Philippines, High Commissioner of the Republic of Singapore, Commander of the Royal Brunei Armed Forces, Permanent Secretary at the Ministry of Defence and other representatives from relevant stakeholders.

This 16th iteration of the EDP saw a total of 28 participants completing the programme – comprising senior officers from the Ministry of Defence and Royal Brunei Armed Forces (RBAF), Royal Brunei Police Force (RBPF), the Ministry of Finance and Economy, Ministry of Foreign Affairs, Ministry of Primary Resources and Tourism and Universiti Islam Sultan Sharif Ali (UNISSA). The Ministry of Defence has also invited and sponsored four foreign participants from the Republic of Indonesia, Malaysia, the Republic of the Philippines, and the Republic of Singapore.

The three-month programme, delivered by the Lee Kuan Yew School of Public Policy (LKYSPP) National University of Singapore, aims to provide knowledge and training for senior executives on perspectives and conceptual frameworks within the field of public policy and management. Participants also had the opportunity to visit selected local government ministries and were exposed to various special talks from local speakers to strengthen their understanding of Brunei Darussalam’s strategic environment from the policy-making processes and its alignment to
Wawasan Brunei 2035.

At the ceremony, Ampuan Yura Kasumawati binti Dato Paduka Hj Mohd Adnan, Acting Director of the Sultan Haji Hassanal Bolkiah Institute of Defence and Strategic Studies (SHHBIDSS) delivered the welcoming remarks where she highlighted close coordination between the Institute and LKYSPP in ensuring the success of the programme despite challenges brought by the COVID-19 pandemic. This was followed by remarks from LKYSSP, Professor Francesco Mancini, Vice Dean (Executive Education) and Associate Professor of Practice; and Lieutenant Colonel Kamrin bin Haji Damit, representative of the 16th EDP participants, who shared their experiences throughout the programme.

In his closing speech, Yang Berhormat Minister of Defence II emphasised the increasing importance for leaders to address change, promote progress and keep up with the ever-changing environment, particularly with the advent rise of rapid technological developments. He also highlighted that there is a need to uphold the highest level of integrity to deliver the best interests of the nation.

Launched in 2004, the programme saw the participation of 387 senior officers to date.


MAJLIS PENUTUP PROGRAM PERKEMBANGAN EKSEKUTIF (EDP) KALI KE-16 ANJURAN KEMENTERIAN PERTAHANAN

BOLKIAH GARISON, Khamis, 24 Jun 2021 – Majlis penutup bagi Program Perkembangan Eksekutif
(EDP) pegawai-pegawai kanan kerajaan kali ke-16 anjuran Kementerian Pertahanan telah diadakan pada hari ini di Mes Pegawai, Bolkiah Garison.

Hadir ialah Yang Berhormat Pehin Datu Lailaraja Mejar Jeneral (B) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Menteri Pertahanan Kedua, Duta Besar Istimewa Dan Mutlak Republik Filipina, Pesuruhjaya Tinggi Republik Singapura, Pemerintah Angkatan Bersenjata Diraja Brunei, Setiausaha Tetap Kementerian Pertahanan serta wakil-wakil daripada pihak-pihak berkepentingan yang berkaitan.

Seramai 28 peserta telah berjaya menamatkan pengajian mereka dalam program
EDP kali ke-16 yang terdiri daripada pegawai-pegawai kanan dari Kementerian Pertahanan dan Angkatan Bersenjata Diraja Brunei (ABDB), Pasukan Polis Diraja Brunei (PPDB), Kementerian Kewangan dan Ekonomi, Kementerian Hal Ehwal Luar Negeri, Kementerian Sumber-Sumber Utama dan Pelancongan dan Universiti Islam Sultan Sharif Ali (UNISSA). Kementerian Pertahanan juga turut menjemput dan membiayai empat peserta luar negera iaitu Republik Indonesia, Malaysia, Republik Filipina dan Republik Singapura.

Program selama tiga bulan yang disampaikan oleh

National University of Singapore ini berhasrat untuk mendedahkan para peserta dengan pelbagai kaedah analisis dan pendekatan utama dalam bidang pengurusan awam dan pengurusan. Para peserta juga berpeluang untuk membuat lawatan ke kementerian-kementerian kerajaan yang terpilih dan juga didedahkan dengan ceramah-ceramah khas, dengan harapan untuk mengukuhkan pemahaman yang lebih mendalam mengenai persekitaran strategik negara melalui proses-proses pembentukan dasar sejajar dengan Wawasan Brunei 2035. 

Pada majlis tersebut, Ampuan Yura Kasumawati binti DP Haji Mohd Adnan, selaku Pemangku Pengarah Institut Pengajian Pertahanan dan Strategik Sultan Haji Hassanal Bolkiah (IPPSSHHB), dalam kata alu-aluan beliau menekankan kerjasama yang rapat antara Institut tersebut dan LKYSPP dalam sentiasa memastikan kejayaan program meskipun menghadapi cabaran dari penularan COVID-19. Ini diikuti dengan ucapan daripada pihak LKYSPP, Professor Francesco Mancini,
Vice Dean (Executive Education) and Associate Professor of Practice serta Leftenan Kolonel Kamrin bin Haji Damit, sebagai wakil peserta EDP ke-16, di mana beliau mengongsikan pengalaman para peserta di sepanjang program tersebut.

Dalam ucapan penutup beliau, Yang Berhormat Menteri Pertahanan Kedua menekankan peranan tinggi sebagai pemimpin untuk mengurus perubahan, menggalakkan kemajuan dan mahir dalam menangani arus perkembangan, terutamanya ketika era perkembangan pesat teknologi kini. Beliau juga menekankan kepentingan untuk sentiasa menegakkan tahap integriti yang tinggi dalam merealisasikan kepentingan negara.

Dilancarkan pada 2004, program berkenaan telah menjangkau penyertaan seramai 387 pegawai-pegawai kanan setakat ini.
