BANDAR SERI BEGAWAN, Wednesday, 08 March 2023 – Yang Berhormat Pehin Datu Lailaraja Major General (Retired) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister at the Prime Minister’s Office and Minister of Defence II presented on the defence budget during the 19th session of the Legislative Council.
The estimated budget allocated for the Ministry of Defence for the Financial Year 2023/2024 is B$ 605,239,600.00.
Yang Berhormat Minister at the Prime Minister’s Office and Minister of Defence II stated that the Royal Brunei Armed Forces (RBAF) will priotise efforts towards maintaining their readiness and preparedness inline with its vision ‘A Formidable Armed Forces and A Reliable Partner’. This is implemented through a Whole of Nation approach with the modernisation and upgrading of capability assets, weaponary, as well as human resources capacity, specifically to protect national sovereignty, peace and security.
The Defence White Paper 2021 (DWP 2021), Force 2035 and the Force Structure Review are the three key documents that are used as guidance in military decision-making on medium to long-term capacity and will be the Blueprint for any new capability asset procurement planning in the RBAF. Yang Berhormat Minister at the Prime Minister’s Office and Minister of Defence II also emphasised the three core strategies of the Ministry of Defence which are the main pillars to safeguard Brunei Darussalam’s strategic, economic, and security interests, namely to increase deterrence and response capabilities, promote defence diplomacy and create a holistic defence strategy
RBAF continues to strengthen its deterrence strategy and capabilities through the acquisition of Air Transporter Airbus C295 aircraft to carry out various strategic missions as well as the advancement of information system technology and infrastructure by publishing the Defence Digital Strategy Framework implemented in line with the national efforts to make Brunei Darussalam a ‘Smart Nation’.
The Ministry of Defence and RBAF continue to multiply the efforts of defence diplomacy engagements and military relations by bolstering friendship and maintaining defence cooperation that have been established for a long time with friendly nations, also sharing

Interoperability based on confidence and trust in ensuring both regional and international peace and stability.
Towards supporting holistic defence, RBAF is able to strengthen the effectiveness of surveillance in operational areas together with other security agencies to ensure the security of the country’s land, maritime and air borders are maintained and controlled. The Ministry of Defence and RBAF also updated the recruitment policy for prospective recruits by shortening the training period that is intended to assist the nation in reducing the unemployment rate and the number of job seekers as well as an effort to increase personnel in the RBAF.
The preface concluded with Yang Berhormat emphasising that the strength of national defence also depends on the cooperation, assistance and participation of all levels of the population and society, in addition to asserting that the Ministry of Defence and the RBAF will use all its military capabilities and equipment to protect the sovereignty of the King, the sanctity of Islam, the stability and prosperity of the country’s economy, as well as the well-being of the people and residents of Brunei Darussalam.

Anggaran belanjawan yang diperuntukkan bagi Kementerian Pertahanan bagi Tahun Kewangan 2023/2024 adalah B$ 605,239,600.00.
Yang Berhormat Menteri di Jabatan Perdana Menteri dan Menteri Pertahanan II menyatakan bahawa Angkatan Bersenjata Diraja Brunei (ABDB) akan mengutamakan usaha ke arah mengekalkan kesediaan dan kesiapsiagaan ABDB, selaras dengan visinya
‘A Formidable Armed Forces and A Reliable Partner‘. Perkara ini dilaksanakan melalui pendekatan
Whole of Nation dengan pemodenan dan peningkatan keupayaan aset, persenjataan serta kapasiti sumber manusia, khususnya untuk melindungi kedaulatan, keamanan dan keselamatan Negara.

Yang Berhormat turut menekankan tiga strategi teras Kementerian Pertahanan yang menjadi tonggak utama untuk melindungi kepentingan strategik, ekonomi, dan keselamatan negara iaitu, meningkatkan cegah rintang dan keupayaan, meningkatkan diplomasi pertahanan, dan mewujudkan pendekatan pertahanan holistik.

Kementerian Pertahanan dan ABDB terus melipatgandakan usaha hubungan diplomasi pertahanan dan ketenteraan dengan menjalin hubungan persahabatan serta mengekalkan kerjasama pertahanan yang telah sekian lama terjalin dengan negara-negara sahabat, berkongsi

Interoperability bersandarkan keyakinan dan kepercayaan dalam sama-sama memastikan keamanan dan kestabilan serantau dan juga
antarabangsa.
Kearah mendukung Pertahanan Holistik, ABDB berkeupayaan meningkatkan keberkesanan pemantauan di kawasan-kawasan operasi bersama agensi-agensi keselamatan yang lain demi memastikan keselamatan sempadan daratan, maritim dan udara negara terus terjaga dan terkawal. Kementerian Pertahanan dan ABDB juga mengemaskinikan dasar pengambilan bakal-bakal rekrut dengan memendekkan jangkamasa latihan rekrut yangmana langkah ini dihasratkan untuk membantu negara mengurangkan kadar pengangguran dan pencari kerja disamping sebagai usaha dalam penambahan keanggotaan di dalam ABDB.
