BANDAR SERI BEGAWAN, Tuesday, 1st November 2022 - The 15th Meeting for ASEAN Defence Ministers’ Meeting Plus (ADMM-Plus) Experts’ Working Group on Military Medicine (EWG on MM) commenced today at the Rizqun International Hotel, Gadong, Brunei Darussalam. The meeting is scheduled for three days, from 01 until 03 November 2022.
The meeting is co-chaired by Colonel (Dr) Haji Awang Mohd. Hafizul Bin Haji Awang Mohd Hassan, Chief Medical Officer of the Royal Brunei Armed Forces (RBAF) and Brigadier Isaac Seidl, Director General of Operational Health, Joint Health Command of the Australian Defence Force (ADF), and was officiated by Yang Mulia Haji Adi Ihram bin Dato Paduka Haji Mahmud, Deputy Permanent Secretary (Policy and Strategy), Ministry of Defence, Brunei Darussalam.
The meeting was physically attended by representatives from some numerous ADMM-Plus countries and the ASEAN Centre of Military Medicine (ACMM), while representatives from China, Japan, Malaysia, India, New Zealand, the United States and the ASEAN Secretariat joined the meeting virtually. Several guest speakers were also invited to present on relevant topics, including a representative from the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) stationed in the Republic of the Philippines.
The agenda for the 15th EWG on MM meeting includes a discussion on Health Needs Assessment which will be utilised during the project-based activity known as the Project Community Medical Deployment (PCMD), as well as the use of the ASEAN Logistics Support Framework (LSF). The project aims to strengthen the ACMM’s role in assisting similar military medical programmes that may be carried out in the future.
Since its establishment in 2010, the EWG on MM has strengthened cooperation, interoperability and coordination among the military medical services of the 18 ADMM-Plus countries as envisaged by the ADMM-Plus leaders. The 15th ADMM-Plus EWG on MM meeting is the first in-person meeting under the fourth cycle of the Experts’ Working Group on Military Medicine for the cycle 2021-2023, where previous meetings were conducted virtually in 2020 and 2021.




MESYUARAT KUMPULAN KERJA PAKAR PERUBATAN TENTERA ADMM-PLUS KALI KE-15
BANDAR SERI BEGAWAN, Selasa, 1 November 2022 – Mesyuarat Kumpulan Kerja Pakar Perubatan Tentera, Mesyuarat Menteri-Menteri Pertahanan ASEAN-Plus (ADMM-Plus) kali ke-15 diadakan di Hotel Antarabangsa Rizqun, Gadong, Negara Brunei Darussalam. Mesyuarat ini diadakan selama tiga hari bermula dari 01 hingga 03 November 2022.
Mesyuarat dipengerusikan bersama oleh Kolonel (Dr) Haji Awang Mohd. Hafizul Bin Haji Awang Mohd Hassan, Ketua Pegawai Perubatan Angkatan Bersenjata Diraja Brunei (ABDB) dan Brigedier Isaac Seidl, Ketua Pengarah Kesihatan Operasi, Markas Kesihatan Bersama Pasukan Pertahanan Australia (ADF) dan telah dirasmikan oleh Yang Mulia Haji Adi Ihram bin Dato Paduka Haji Mahmud, Timbalan Setiausaha Tetap (Dasar dan Strategi), Kementerian Pertahanan, Negara Brunei Darussalam.
Mesyuarat berkenaan telah dihadiri secara fizikal oleh wakil dari sebilangan negara-negara ahli ADMM-Plus dan Pusat Perubatan Ketenteraan ASEAN (ACMM), manakala wakil dari China, India, Jepun, Malaysia, New Zealand, Amerika Syarikat dan Sekretariat ASEAN menghadiri mesyuarat tersebut secara atas talian. Beberapa penceramah jemputan turut diundang untuk memberikan taklimat termasuk wakil dari Pejabat Penyelaras Hal Ehwal Kemanusiaan Pertubuhan Bangsa-Bangsa Bersatu mengenai (UNOCHA) yang berpusat di Republik Filipina.
Agenda Mesyuarat Kumpulan Kerja Pakar Perubatan Tentera ADMM-Plus ke-15 ini termasuk membincangkan penggunaan Health Needs Assessment semasa aktiviti berasaskan projek yang dikenali sebagai Project Community Medical Deployment (PCMD), serta penggunaan ASEAN Logistics Support Framework (LSF). Projek ini bertujuan untuk mengukuhkan peranan ACMM dalam membantu program perubatan ketenteraan yang serupa di masa akan datang.
Sejak penubuhannya pada tahun 2010, Kumpulan Kerja Pakar Perubatan Tentera telah berupaya mengukuhkan kerjasama, kesaling-operasian serta penyelarasan di kalangan institusi perubatan tentera bagi 18 buah negara ADMM-Plus sepertimana yang dihasratkan oleh ketua-ketua pertahanan ADMM-Plus. Mesyuarat Kumpulan Kerja Pakar Perubatan Tentera ADMM-Plus ke-15 ini merupakan mesyuarat pertama yang diadakan secara bersemuka di bawah kitaran kali ke-4 Kumpulan Kerja Pakar Perubatan Tentera bagi tahun 2021-2023, dimana mesyuarat sebelum ini telah berlangsung secara atas talian pada tahun 2020 dan 2021.
