MYANMAR, Friday 1 May 2015 – The 5th ASEAN Chiefs of Military Medicine Conference (ACMMC) was held at The Thingaha Hotel, Nay Pyi Thaw, Myanmar and hosted by Myanmar Military Medical Services from 27 April – 1 May 2015. The theme of this year’s conference was ‘Military Medical Services: Benefits to Community”. The delegation from Brunei Darussalam was led by Colonel (Dr) Mohd Hafizul bin Haji Mohd Hassan, Chief Medical Officer, Royal Brunei Armed Forces.
Before the conference, a bilateral meeting between Brigadier General (Prof) Soe Win, Director of Directorate of Medical Services of Myanmar Armed Forces and Chief Medical Officer of RBAF was also held. There was a list of propositions discussed including the possible collaboration in medical research between the two countries. The head of delegates also had the opportunity to pay a courtesy call on the Commander-in-Chief of Myanmar Armed Forces, Senior General Min Aung Hlaing.
The guest of honor for the Opening Ceremony of the 5th ACMMC was General Hla Htay Win, the Chief of General Staffs (Army, Navy and Air Force) of Myanmar Armed Forces. The conference was then officiated by Brigadier General (Prof) Soe Win.
During the main conference, a number of issues were discussed amongst the ASEAN Chiefs of Military Medicine. Firstly, the establishment of the ASEAN Centre for Military Medicine (ACMM) that was initially presented as a concept paper during the 9th ASEAN Defence Ministers’ Meeting (ADMM) in Langkawi. The establishment of an ASEAN humanitarian aid team and the design of an ACMMC logo were also some of the issues highlighted from the conference.
During the 5th ACMMC, the delegates had the opportunity to visit the War Museum located in Zeyathiri Township at Nay Pyi Taw. The museum was officially opened in 2012 in conjunction with the 67th Anniversary of Myanmar Armed Forces. It covers an area of 603.68 acre and has separate buildings that housed collections belonging to the Army, Navy and Air Force.
The delegates also visited the No 2 Defence Services General Hospital, which has the capacity of 1000 beds. The visit ended with a tour to the Defence Services Medical Research Center that was built in 2008 and became fully functional in 2012.
The Young ASEAN Military Medical Officers (YAMMOs) Scientific Programme was also held concurrently where Major Dr Isehardy Murni presented a research paper entitled “The association of obesity and hypertension: A cross-sectional study of Senior Military Personnel”. A number of site visits were also arranged for the YAMMO delegates including the visits to the Uppatasanti Pagoda, Royal Elephant Palace and also the Satta Sattaha Pagoda.
At the end of the conference, The Philippines was announced as the host for the 6th ACMMC in 2016.

PERSIDANGAN KETUA-KETUA TENTERA PERUBATAN ASEAN (ACMMC) KALI KE 5
MYANMAR, Jumaat 1 Mei 2015 – Persidangan Ketua-Ketua Tentera Perubatan ASEAN (ACMMC) Ke-5 telah diadakan di Hotel Thingaha, Nay Pyi Thaw, Myanmar dan dihoskan oleh Perkhidmatan Perubatan Tentera Myanmar dari 27 April hingga 1 Mei 2015.
Tema persidangan tahun ini ialah ‘Perkhidmatan Perubatan Tentera: Faedah Kepada Masyarakat’. Delegasi dari Negara Brunei Darussalam diketuai oleh Ketua Pegawai Perubatan, Angkatan Bersenjata Diraja Brunei (ABDB), Kolonel (Dr.) Mohd Hafizul bin Haji Mohd Hassan.
Sebelum persidangan itu, mesyuarat dua hala antara Pengarah Direktorat Perkhidmatan Perubatan Angkatan Tentera Myanmar, Brigedier Jeneral (Prof.) Soe Win dan Ketua Pegawai Perubatan ABDB telah diadakan. Terdapat senarai usul yang dibincangkan termasuk kerjasama dalam penyelidikan perubatan antara kedua-dua negara. Ketua delegasi juga berpeluang mengadakan kunjungan hormat kepada Panglima Angkatan Tentera Myanmar, Jeneral Kanan Min Aung Hlaing.
Tetamu kehormat untuk Majlis Perasmian ACMMC Ke-5 adalah Ketua Hla Htay Win, Ketua Kakitangan Am (Tentera Darat, Tentera Laut dan Tentera Udara) Angkatan Tentera Myanmar. Persidangan itu kemudiannya dirasmikan oleh Brigedier Jeneral (Prof) Soe Win.
Dalam persidangan utama, beberapa isu telah dibincangkan dalam kalangan Ketua Perubatan Tentera ASEAN. Pertama, penubuhan Pusat ASEAN Perubatan Tentera (ACMM) yang pada mulanya dibentangkan sebagai kertas konsep semasa Mesyuarat Menteri-Menteri Pertahanan 9 ASEAN (ADMM) di Langkawi, Malaysia. Penubuhan pasukan bantuan kemanusiaan ASEAN dan reka bentuk logo ACMMC juga beberapa isu yang diketengahkan daripada persidangan itu.
Semasa ACMMC Ke-5, delegasi berpeluang melawat Muzium Perang yang terletak di Zeyathiri Township di Nay Pyi Taw. Muzium ini telah dibuka secara rasmi pada tahun 2012 sempena ulang tahun ke-67 Angkatan Tentera Myanmar. Ia meliputi kawasan seluas 603,68 ekar dan mempunyai bangunan yang berasingan yang menempatkan koleksi milik tentera darat, tentera laut dan tentera udara.
Para perwakilan juga melawat Hospital No. 2 Perkhidmatan Pertahanan Am, yang mempunyai kapasiti 1,000 buah katil. Lawatan tersebut berakhir dengan lawatan ke Perkhidmatan Pusat Penyelidikan Perubatan Pertahanan yang dibina pada tahun 2008 dan menjadi berfungsi sepenuhnya pada tahun 2012.
Program Saintifik Pegawai Muda Perubatan Tentera ASEAN (YAMMOs) juga diadakan serentak yang mana Mejar Dr. Isehardy Murni membentangkan kertas penyelidikan bertajuk ‘Persatuan Obesiti dan Tekanan Darah Tinggi: Satu Kajian Bahagian Rentas Kakitangan Tentera Kanan’. Beberapa lawatan tapak juga diatur untuk perwakilan YAMMO termasuk lawatan ke Pagoda Uppatasanti, Istana Diraja Gajah dan juga Pagoda Satta Sattaha.
Pada akhir persidangan itu, Republik Filipina telah diumumkan sebagai tuan rumah untuk ACMMC Ke-6 pada 2016.
