BOLKIAH GARRISON, Friday 30 November 2018 – The 14th Executive Development Programme (EDP) for senior government officials conducted by the Ministry of Defence concluded today with a Closing Ceremony held at the Sultan Haji Hassanal Bolkiah Institute of Defence and Strategic Studies (SHHBIDSS).
Present as the Guest of Honour was the Second Minister of Defence, Pehin Datu Lailaraja Major General (Retired) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, who presented the certificates to the participants. In his speech, the Second Minister of Defence emphasised that achieving the nation’s objectives demands the commitment of all and that effective policy solutions require innovative collaboration across all sectors and engagement with stakeholders. Now equipped with a higher level of proficiency acquired from the programme, the participants are encouraged by the Second Minister of Defence, as they return to their respective departments and units, to think in the context of the bigger objectives of national interest and to take every opportunity to pursue initiatives of immediate practical relevance to the country.
The three-month programme which began on 3 September this year was developed and conducted in collaboration with the Lee Kuan Yew School of Public Policy (LKYSPP), National University of Singapore. Its 30 participants comprised of 26 senior Royal Brunei Armed Forces officers, one MINDEF senior officer, two senior officers from the Prime Minister Office and one officer from the Royal Brunei Police Force.
The programme covered various policy analysis tools from horizon scanning and scenario planning, cost-benefit analysis to multi criteria analysis, several case studies and key management and leadership approaches. All these aim to equip senior officials with the necessary knowledge and skills to be more innovative in understanding policy-making processes and challenges.
Apart from classroom learning, the programme also consists of visits to local government agencies to get better insights and understanding on the strategy formulation, policy-making processes and the various initiatives implemented with particular attention on the whole-of-nation approach and their alignment to the national development goals of the Wawasan Brunei 2035.
Further adding to the learning value of the programme are special talks by distinguished guest speakers and for the first time, a special session with the Second Minister of Defence was also conducted. These provided invaluable opportunities for the participants to gain insights on the experience, professional knowledge and wisdom of the invited guests.
At the Closing Ceremony, Professor Francesco Mancini, the Co-Director of Executive Education from LKYSPP, National University of Singapore, also made a remark on behalf of LKYSPP and the representative from the participants of the 14th EDP, Lieutenant Colonel Siti Isah binti Abu Talip shared their experience throughout the programme.
Also present at the ceremony were the Commander of Royal Brunei Armed Forces, Permanent Secretary of the Ministry of Defence, Acting Deputy Commissioner of the Royal Brunei Police Force, Service Commanders, Deputy Permanent Secretaries of the Ministry of Defence, Vice Chancellor of Universiti Teknologi Brunei (UTB), Assistant Vice Chancellor of Universiti Brunei Darussalam (UBD) and other senior officers from the Ministry of Defence and Royal Brunei Armed Forces.
Launched in 2004, the 14th series of the programme has been successfully conducted totaling the participation of 329 senior officers to date. SHHBIDSS, which is the only defence, strategic and security studies think tank in the country has been facilitating and coordinating the development of this annual programme since 2008, as part of its role in supporting human resource professional development.
MAJLIS PENUTUP PROGRAM PERKEMBANGAN EKSEKUTIF SIRI 14/2018
BOLKIAH GARISON, Jumaat, 30 November 2018 – Program Perkembangan Eksekutif (EDP) bagi Pegawai-Pegawai Kanan Kerajaan siri Ke-14 anjuran Kementerian Pertahanan berakhir hari ini dengan Majlis Penutup yang diadakan di Institut Pengajian Pertahanan dan Strategik Sultan Haji Hassanal Bolkiah (IPPSSHHB).
Hadir selaku tetamu kehormat ialah Menteri Pertahanan Kedua, Pehin Datu Lailaraja Mejar Jeneral (Bersara) Dato Paduka Haji Halbi bin Haji Md Yussof yang menyampaikan sijil-sijil kepada para peserta. Dalam ucapannya, Menteri Pertahanan Kedua menekankan bahawa pencapaian objektif-objektif negara mengkehendaki komitmen semua dan penyelesaian-penyelesaian dasar yang efektif memerlukan kolaborasi inovatif merentasi semua sektor dan memperlibati pihak-pihak yang berkepentingan. Sekarang dilengkapi dengan tahap kemahiran yang lebih tinggi diperolehi daripada program berkenaan, para peserta digalakkan oleh Menteri Pertahanan Kedua, sejurus mereka kembali ke jabatan dan unit masing-masing, untuk berfikir di dalam konteks objektif-objektif kepentingan nasional yang lebih meluas dan untuk mengambil setiap peluang bagi menerajui inisiatif-inisiatif yang relevan praktikal secara langsung kepada negara.
Program tiga bulan tersebut yang bermula pada 3 September tahun ini dibentuk dan dilaksanakan dengan kerjasama

National University of Singapore. Pesertanya yang seramai 30 orang terdiri daripada 26 pegawai-pegawai kanan Angkatan Bersenjata Diraja Brunei, seorang pegawai kanan Kementerian Pertahanan, dua orang pegawai kanan dari Jabatan Perdana Menteri dan seorang pegawai Pasukan Polis Diraja Brunei.
Program tersebut meliputi pelbagai kaedah analisis dasar termasuk
horizon scanning, scenario planning, cost-benefit analysis, multi criteria analysis, beberapa kajian kes serta pendekatan utama dalam bidang pengurusan dan kepimpinan. Ini bertujuan untuk melengkapkan pegawai-pegawai kanan dengan pengetahuan dan kemahiran yang diperlukan agar menjadi lebih inovatif dalam memahami proses dan cabaran penggubalan dasar.
Selain daripada pembelajaran di dalam kelas, program tersebut juga melibatkan lawatan-lawatan ke agensi-agensi kerajaan tempatan untuk mendapatkan pengetahuan dan pemahaman yang lebih mendalam mengenai proses-proses perumusan strategi, pembentukan dasar dan pelbagai inisiatif yang telah dilaksanakan dengan penelitian khusus kepada kaedah pendekatan
whole-of-nation dan pensejajaran dengan matlamat-matlamat pembangunan negara menurut Wawasan Brunei 2035.
Menambahkan lagi kepada nilai pembelajaraan bagi program tersebut adalah ceramah-ceramah khas oleh penceramah-penceramah jemputan dan buat kali pertama, satu sesi khas bersama Menteri Pertahanan Kedua juga dilaksanakan. Ini adalah untuk memberikan peluang-peluang berharga bagi para peserta untuk mendapatkan pembelajaran daripada pengalaman, pengetahuan profesional dan kebijaksanaan tetamu yang dijemput.
Pada Majlis Penutup tersebut, Professor Francesco Mancini,

National University of Singapore, juga turut memberikan ucapan bagi pihak LKYSPP dan wakil dari peserta EDP ke-14, Leftenan Kolonel Siti Isah binti Abu Talip mengongsikan pengalaman mereka disepanjang program.
Turut hadir ialah Pemerintah Angkatan Bersenjata Diraja Brunei, Setiausaha Tetap Kementerian Pertahanan, Pemangku Timbalan Pesuruhjaya Polis Diraja Brunei, Pemerintah-Pemerintah Angkatan Tentera, Timbalan-Timbalan Setiausaha Tetap Kementerian Pertahanan, Naib Canselor Universiti Teknologi Brunei (UTB), Penolong Naib Canselor Universiti Brunei Darussalam (UBD) serta pegawai-pegawai kanan dari Kementerian Pertahanan dan Angkatan Bersenjata Diraja Brunei.
Dilancarkan pada 2004, 14 siri program berkenaan telah berjaya dilaksanakan dengan jumlah peserta seramai 329 pegawai-pegawai kanan setakat ini. IPPSSHHB, yang merupakan satu-satunya
think tank pengajian pertahanan, strategik dan keselamatan di negara ini telah memfasilitasi dan menyelaras pembentukan program tahunan ini sejak tahun 2008, sebagai sebahagian daripada peranannya dalam mendokong pembangunan profesional sumber manusia.
