Captain (Retired) Dato Paduka Abd Rahman bin Begawan Mudim Dato Paduka Haji Bakar joined the RBAF in August 1984. His professional development began at the Britannia Royal Naval College, Dartmouth, UK. He then attended various career development courses in the UK, Malaysia, Republic of Singapore and Australia. He graduated in 2000 with a psc from the Royal Australian Navy Staff College and a Graduate Certificate in Management from the Queensland University of Technology. He is an alumnus of the National University of Singapore with a Masters Degree in Public Management from the Lee Kuan Yew School of Public Policy.
His naval career spanned from 1985 to 2007 during which he commanded KDB Pejuang and KDB Pemburu. Other significant naval postings were as the Acting Fleet Commander and the Commanding Officer Training in 2007. He was later posted to the Ministry of Defence (MINDEF) to head the Office of Strategy Management until 1 February 2010, when he was made the Director of Intelligence.
By the consent of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam, on 20 June 2016, he was made MINDEF’s Deputy Permanent Secretary (Defence Policy and Development). He held this post until 20 Nov 2016 before assuming the present position as the Permanent Secretary of the Ministry of Defence.He was awarded by His Majesty Sultan and Yang Di-Pertuan Negara Brunei Darussalam with The Most Blessed Order of Setia Negara Brunei (S.N.B) 3rd Class in July 2012.
On 15 July 2017, he was awarded by His Majesty Sultan and Yang Di-Pertuan Negara Brunei Darussalam with The Most Honourable Order of Seri Paduka Mahkota Brunei (D.P.M.B) 2nd Class.
Captain (Retired) Dato Paduka Abd Rahman was born in July 1966. He reads all materials, fiction or non-fiction and swims whenever he can. He is married to Datin Hajah Jonaidah binti Haji Ahmad.
