DDWS Working Visit To Singapore For Best Practices of Facility Management System

SINGAPORE, 4 – 7 July 2012 - Directorate of Development and Works Services (DDWS), Ministry of Defence had undertaken a working visit to several Government and non-Government organisations, in order to benchmark on best practices of Facility Management (FM) processes and further study on the enhancement of the Facility Management System (FMS).
In the four days working visits, DDWS had visited Ministry of Defence, Ministry of Home Affairs, Building and Construction Authority Academy, Raffles City of Hong Kong Land FMS, Far East Organisation and International Facility Management Association.
For the first day visit program, DDWS were brought to Raffles City and introduced to Mr Jackson Chia, Hong Kong Land Senior Operations Manager, where he shares experiences on practising FM System, benefits of outsourcing, FM processes and various benchmarking system.
During the second day of the visit program, DDWS paid a courtesy call to Deputy Secretary (Technology), BG (NS) Tan Meng Dui, and later were introduced to Mr Lim Chee, Director of Agency for Science Defence Technology, Ministry of Defence. While visit continues to Ministry of Home Affairs, DDWS were welcomed by Mr Raymond Khoo, Director of Procurement and Logistics Division. Both ministries had presented their organization background, brief explanation on outsourcing of FM service agent and FM processes key performance indicators (KPI).
On the third day morning of the visit, DDWS were brought to Building and Construction Authority (BCA) Academy, an agency under Ministry of Development, championing the development of an excellent built environment in Singapore and were welcomed by Mr Koh Lin Ji, Group Director (International Development Division). Further briefing was presented by Ms Alice Goh, Senior Executive Research Officer on ways to achieve zero energy building. In the afternoon session, DDWS were brought to Far East Organisation (FEO), the largest privately held property developer and introduced to Mr Philip Su, Executive Director where he shares experience on how FEO uses FMS to manage the various properties especially in Central Engineering, its benefits and costs savings. Later that afternoon, DDWS were then brought to International Facility Management Association (IFMA) which is based at Marina Bay Financial Centre, and was introduced to Mr Kenneth Foo, President of IFMA Singapore/Director Facilities Management where he shares his experience on how FMS has evolved and the latest trends in FMS.
On the last day of the visit program, DDWS were briefed by Mr Anthony Lim, Deputy CEO of SQL View Pte Ltd on the new features, functions and layout of FMS which will be updated by August this year. This will be very beneficial to DDWS in terms of enhancing FM work services.
From these visits, several benchmarking system had been identified including different ways of managing contract and imposing LAD between Ministries, how response time is different from each organisations in terms of monitoring the key performance indicators, the benefits of having FM as in-house or outsource and how FMS as a tool can further assist in managing FM work processes.
JPPK ADAKAN LAWATAN KERJA KE SINGAPURA
SINGAPURA, 4 - 7 Julai 2012 - Jabatanarah Pembangunan dan Perkhidmatan Kerja (JPPK) Kementerian Pertahanan telah mengadakan lawatan kerja ke beberapa organisasi Kerajaan dan bukan Kerajaan, bagi membuat ‘benchmarking’ terhadap amalan-amalan terbaik Pengurusan Fasiliti (FM) dan juga pembelajaran lanjut mengenai peningkatan Sistem Pengurusan Fasiliti (FMS).
Dalam tempoh empat hari lawatan berkenaan, organisasi-organisasi Kerajaan yang telah dilawati adalah Angkatan Bersenjata Singapura, Kementerian Pertahanan dan Kementerian Hal Ehwal Dalam Negeri. Manakala yang bukan Kerajaan pula adalah Raffles City Hong Kong Land FMS, Building and Construction Authority (BCA) Academy, Far East Organisation (FEO) dan International Facilities Management Association (IFMA).
Bagi program hari pertama lawatan, JPPK telah dibawa ke Raffles City dan diperkenalkan kepada Mr Jackson Chia, Pengurus Operasi Kanan bagi Hong Kong Land FMS, dimana beliau telah berkongsi pengalaman mengenai proses-proses Pengurusan Fasaliti (FM) dan penggunaan Sistem FM, manfaat-manfaat ‘outsourcing’ dan juga pelbagai sistem ‘benchmarking’ dalam pengurusan fasaliti.
Di hari kedua program lawatan, JPPK telah mengadakan lawatan ke Kementerian Pertahanan dan Kementerian Hal Ehwal Dalam Negeri, yang mana kunjungan hormat kepada Timbalan Setiausaha (Teknologi), BG (NS) Tan Meng Dui telah diadakan termasuk diperkenalkan kepada Mr Lim Chee, Pengarah Agensi Sains & Teknologi Pertahanan, Kementerian Pertahanan. Manakala lawatan ke Kementerian Hal Ehwal Dalam Negeri, JPPK telah diperkenalkan dengan Mr Raymond Khoo, Pengarah Perolehan dan Bahagian Logistik. Taklimat mengenai latar belakang organisasi, ‘outsourcing’ bagi ejen Perkhidmatan FM, proses FM dan petunjuk prestasi utama (KPI) telah diberikan oleh kedua-dua Kementerian.
Pada sesi pagi hari ketiga program lawatan, JPPK telah dibawa ke Akademi Building & Construction Authority (BCA), sebuah agensi di bawah Kementerian Pembangunan dimana agensi ini telah memperoleh kejayaan terbaik dalam pembinaan pembangunan persekitaran di Singapura dan diselajurkan dengan taklimat mengenai cara-cara bagi mencapai ‘zero energy building’. Pada sesi petang pula, JPPK telah dibawa ke Far East Organisation (FEO), sebuah organisasi pemaju hartanah persendirian yang terbesar di Singapura dan diperkenalkan kepada Mr Philip Su, Pengurus Eksekutif FEO dimana beliau telah berkongsi pengalaman bagaimana FEO menggunakan FMS untuk mengurus berbagai hartanah terutama dalam Kejuruteraan Pusat, faedah-faedah dan penjimatan-penjimatan kos. Sesi lawatan berikutnya adalah ke Persatuan Antarabangsa Pengurusan Fasaliti (IFMA) yang berpusat di Pusat Kewangan Marina Bay dan diperkenalkan kepada Mr Kenneth Foo, Presiden IFMA Singapura / Pengarah Pengurusan Fasaliti di mana beliau berkongsi pengalaman tentang bagaimana FM berkembang dan trend terkini dalam FMS.
Pada hari terakhir lawatan, JPPK telah diberikan taklimat oleh Mr Anthony Lim, Timbalan Ketua Pegawai Eksekutif SQL View Sdn Bhd mengenai ciri-ciri baru, fungsi dan ‘layout’ FMS yang akan dikemaskini menjelang Ogos tahun ini yang mana JPPK adalah diantara pengguna sistem FM berkenaan.
Daripada lawatan-lawatan berkenaan, beberapa sistem ‘benchmarking’ telah dikenal pasti termasuk perbezaan dalam cara pengurusan kontrak dan bagaimana cara ganti rugi tertentu (LAD) dikenakan bagi setiap Kementerian, tempoh masa tindakbalas (‘response time’) yang berbeza dalam pemantauan petunjuk prestasi utama (KPI) bagi setiap organisasi, faedah-faedah bagi penggunaan FM secara ‘outsourcing’ atau ‘in-house’ dan bagaimana FMS sebagai alat boleh terus membantu dalam menguruskan proses-proses kerja FM dalam memberikan perkhidmatan yang lebih cepat dan cekap.
